Profile of Trócaire Trócaire is the official overseas development agency of the Catholic Church in Ireland. Trócaire was established to express the concern of the Irish Catholic Church for any form of human need, but particularly for the needs and challenges faced by communities in the global south. Together with our partners, we work towards supporting women, men and communities for long-term change. In Ireland, we raise awareness about the causes of poverty through our outreach programmes in the education sector, through parish networks, and through our public campaigns and advocacy work. In Sierra Leone Trócaire was established in 1995 implementing programmes on governance, human rights, women’s empowerment, prevention, response to gender-based violence, sustainable livelihoods, climate change, peacebuilding, and humanitarian response. We work in partnership with several local Civil Society Organizations that directly implement projects in communities in Port Loko, Kambia, Karene, Bombali, Kono, Bo, Kenema, Western Area Rural and Urban districts. Page 2 of 5 4. Background Trócaire has worked in partnership with local and national civil society organisations for over 50 years. These partnerships include local and national NGOs, church-based organisations, and civil society networks working on humanitarian and development efforts in their own contexts. Over the past number of years there is increased interest in and focus on the effectiveness of locally led responses. As part of the recent Strategic Plan review and through feedback with external donors, it is clear that we have not done enough to document the impact of this approach. In this context, Trócaire is now developing a number of case studies that will document changes and outcomes emerging from our partnerships with local and national organisations. These case studies will inform organisational learning on partnership practice and contribute to evidence to support discussions on locally led humanitarian and development processes with donors and other stakeholders. In Sierra Leone, Trócaire works with 17 local and national organisations, three of which have been selected for this initiative. This consultancy will support the documentation of partnership experiences and outcomes for the selected organisations within this country context. 5. Scope of goods and services required This consultancy is part of a broader evidence initiative covering 4–5 country programmes. A global consultant leads the overall initiative, developing the shared methodology, tools, and case study template, and prepares the final case studies. The country-based consultant supports this work by gathering information and preparing draft case studies in Sierra Leone. The country-based consultant will produce Sierra Leone draft case studies. Each case study will be approximately 2–4 pages in length and will include photos and quotes from partner representatives and programme participants, subject to consent. 5.1 Objectives of Consultancy: The objective of this consultancy is to support the development of case studies that document and analyse the impact of locally led development (LLD) on changes within partner organisations and programmes in Sierra Leone. The case studies will draw on examples related to institutional development, partner voice and influence, and flexible funding arrangements. The consultant will:
- Review Organisational developments within partner organisations, including changes in systems, practices, and resilience, and how these have evolved over time in the context of partnership with Trócaire.
- Programme-level outcomes emerging from these organisational changes within ICSP.
- The evolution of leadership roles within women-centred organisations engaged in partnership with Trócaire.
- How partners have drawn on flexible funding to lead emergency responses and what this has enables Page 3 of 5

- How partners have participated in and influence decisions in various localisation platforms. 5. 2 Deliverables The country-based consultant will deliver the following outputs.
- Brief workplan. A short plan (1–2 pages) setting out the proposed approach, interview schedule, and timeline for the country assignment.
- Completed data collection. Notes, documentation reviewed, and consent forms from interviews and group discussions.
- Draft case studies. Initial drafts shared with the country office and partner organisations for review and verification.
- Revised draft case studies. Revised drafts incorporating feedback from the country office and partners, submitted to the global consultant.
- Supporting materials. Photos (with consent documentation), direct quotes, and any other materials requested by the global consultant. 6. Content and Format of Tenders 6. 1 Required Expertise
- The consultant(s) should possess the following qualifications:
Expérience
- Professional experience in development, humanitarian, or civil society work in Sierra Leone or the region.
- Direct experience working with local or national civil society organisations.
- Familiarity with current discourse and practice related to localisation and locally led development.
- Experience in qualitative research, including semi-structured interviewing and documentation.
Strong written communication skills for producing clear, accessible case study drafts.
- Language skills: fluency in English and Krio
Graduate degree in social sciences, development studies, public policy, or a related field, or equivalent professional experience. 7. General Terms and Conditions of this RFT 7.1 Trócaire does not bind itself to accept the lowest priced tender. 7.2 Trócaire does not guarantee exclusivity and reserves the right to engage other companies for the same services (if required) during the term of the contract. 7.3 Trócaire shall be free to: o To accept the whole, or part only, of any tender. o To accept none of the proposals tendered. o To republish this Request for Tenders. 7.4 In the event of not accepting any of the tender submissions received on foot of this RFT, Trócaire shall be free to make such arrangements as it considers necessary in relation to the provision of the goods/services. 7.5 Trócaire will not be liable for any costs or expenses incurred in the preparation of a tender.
