Background

The Clinton Health Access Initiative, Ghana (CHAI), is a global health organization committed to saving lives and improving health outcomes in low- and middle-income countries by enabling the government and private sector to strengthen and sustain quality health systems. 

 

The objective of this Request for Quotation (RFQ) is to invite quotes from qualified payment processing vendors to support CHAI’s operations on an as-needed and ad-hoc basis. The scope of services is outlined in Section III – Scope of Requirements. The Resulting Agreement of this RFQ will be the establishment of one or more Blanket Purchase Agreements (BPAs) or service agreements for a maximum period of 12 months.

 

II. Procurement Overview and Deadlines

All quotations must be received by 22nd May 2026, 5PM GMT. Quotes should be emailed to [email protected] Quotes received after the due date and time will be considered late and to be considered only at CHAI’s discretion. CHAI reserves the right to extend or cancel this solicitation at any time. CHAI may also reject all offers, if such action is in CHAI’s interest.

CHAI is soliciting quotations for this service based on the requirements detailed below:

Payment Processing

CHAI will share a spreadsheet with beneficiary details (name, account/wallet details, amount, network, etc.) with the Service Provider.

Service Provider will process payments to beneficiaries via the relevant financial platform(s) based on CHAI-provided instructions.

Service Provider will invoice CHAI for total disbursed amounts plus applicable commission/service fees.

Operational Scope

Handle both bulk (batch) and individual payment transactions.

Provide transaction confirmation reports to CHAI upon completion of each disbursement.

Generate and share detailed reconciliation reports with CHAI.

Issue invoices to CHAI promptly following each disbursement cycle.

Compliance & Security

Ensure full data confidentiality and protection of beneficiary information at all times.

Use secure, encrypted transmission channels for all data exchanges.

Maintain complete and retrievable audit trails for all transactions.

Comply with Ghana's Data Protection Act, 2012 (Act 843) and any applicable CHAI data policies.

Performance Standards

Adhere to agreed Service Level Agreements (SLAs) for transaction turnaround times.

Provide clear error resolution procedures and timely remediation for failed or reversed transactions.
