The Programs Team helps realize this objective by bridging program management, technical support, and business development, enabling Pact to achieve its global strategy. We ensure program excellence through continuous learning, monitoring and evaluation and provide organizational and industry-wide thought leadership by leveraging a complementary set of cross-functional, multi-disciplinary skills, expertise, and experiences. The Programs Team influences progressive change through the development and implementation of global and regional strategies and business plans; supports advancement of innovative solutions; pursues new business opportunities; and drives effective internal and external engagement to maximize Pact's impact across the globe. Across all aspects of its role, the Programs Department adheres to and promotes a culture of inclusion, accountability, and respect. Position Overview The Finance and Operations Manager will report to the Finance & Operations Director of Pact. He or she will be responsible to oversee the day to day functions of the Finance and Administration Department. The main responsibilities will also include the supervision of the two Finance Officers and the Grants Officer. Key Responsibilities Financial Management & Reporting Prepare monthly, quarterly, and annual financial statements. Oversee general ledger, reconciliations, and journal entries. Ensure accurate and timely management accounts. Present financial reports to senior management. Coordinate and manage month-end and year-end processes. Work closely with HR to ensure timely submission of payroll input as per agreed deadlines. Manage payroll and benefits administration. Transfer funds to salary account and upload payroll payments on the banking system once payroll reports are approved. Ensure financial management systems are in line with US Government rules and regulations, policies and procedures. Ensure that Pact Malawi monthly end reports are processed and ready for dispatch to Pact Headquarters by the 4th working day of every month. Compliance & Governance Ensure compliance with applicable accounting standards. Oversee tax compliance (VAT, PAYE, WHT, Corporate Tax). Manage internal and external audits. Ensure adherence to company policies and financial controls. Coordinate tax year-end for Pact and ensure that the IRP5s are processed together with Subsistence letters. Manage statutory compliance and maintain external stakeholder relations including donors. Cash Flow & Treasury Management Monitor cash flow and liquidity. Manage banking relationships. Oversee payments, collections, and credit control. Grants Management Oversee budget management of the project's subaward pool and ensure accurate and timely disbursement and liquidation of subaward expenses. Support subaward management activities, including planning, facilitation, selection, pre-award assessments, negotiation, submission, orientations, review of monthly reports, monitoring and compliance visits, and closeout. Team Leadership Supervise and develop finance staff. Conduct performance reviews. Improve finance processes and systems.
