Le processus de candidature suit une approche par paliers, conformément à l'engagement de préserver les capacités et d'accompagner le personnel déjà en poste au sein de l'organisation. La majorité des vacances de postes au sein du PNUD, de l'UNCDF et du programme des Volontaires des Nations Unies (UNV) sont publiées selon un processus de candidature par paliers, défini comme suit :
Tier 0 : personnel du PNUD, de l'UNCDF et des VNU titulaire d'engagements permanents (PA) et à durée déterminée (FTA), dont les postes seront supprimés, ou dont les contrats seront résiliés ou non renouvelés au cours de l'année 2026.
Tier 1 : autres membres du personnel du PNUD, de l'UNCDF et des VNU titulaires d'engagements permanents (PA) et à durée déterminée (FTA).
Tier 2 : membres du personnel du PNUD, de l'UNCDF et des VNU titulaires d'engagements temporaires (TA), personnel sous contrats PSA réguliers, ainsi que les Volontaires des Nations Unies experts et spécialistes.
Tier 3 ou aucun palier indiqué : tous les autres types de contrats du PNUD, de l'UNCDF et des VNU ainsi que d'autres agences, et les autres candidats externes.
