BACKGROUND
Responding to the world's worst humanitarian crises in a great variety of roles, the International Rescue Committee's staff is a force for humanity and hope. Through its Emergency Unit (EmU), the IRC is one of the world's largest humanitarian agencies, leading rapid emergency responses that provide life-saving assistance, early recovery, and stabilization support to people affected by conflict, displacement, natural disasters, and complex emergencies across multiple contexts worldwide. On 15 May 2026, the Government of the Democratic Republic of the Congo (DRC) officially declared the country's seventeenth Ebola virus disease (EVD) outbreak following the confirmation of cases in the health zones of Rwampara, Mongbwalu, and Bunia in Ituri Province. In the past 90 days, more than 6,700 cases have been reported with over 3,500 deaths - and more than 8,000 cases and nearly 4,000 deaths since the outbreak began, making this the fastest spreading Ebola outbreak documented.
RESPONSE BACKGROUND
The Ebola outbreak is unfolding in a fragile humanitarian context characterized by protracted conflict, population displacement, weak health systems, and limited access to essential services. In response, IRC has rapidly launched an integrated Ebola emergency response in close collaboration with the Ministry of Health, provincial and health zone authorities, and other partners. The response combines Health, Infection Prevention and Control (IPC), WASH, Risk Communication and Community Engagement (RCCE), Protection, and Mental Health and Psychosocial Support (MHPSS) interventions. Position Overview As a member of the Emergency Response Team (EERT) Senior Management Team (SMT), the Deputy Director of Finance provides financial leadership and management necessary to ensure that the emergency response has the appropriate financial infrastructure and systems in place to support the strategic vision and mission of the organization. They will contribute to the development of the response's strategic and operational plans and be accountable for ensuring and monitoring delivery against the financial plans through targeted and comprehensive financial analytical review. Based in Bunia, the Deputy Director of Finance will have dual reporting to the Ebola Response Director and the global Director of Emergency Finance, with key coordination and technical lines of collaboration with both the Deputy Director of Operations and Deputy Director of Finance from the non-Emergency DRC Country Program. Major Responsibilities
Formation / Diplômes
Strategic Planning & Analysis: Provides financial information supporting decision-making, strategic analysis on financial health, contributes to Emergency Response Plan development.
Controllership: Ensures compliance with IRC and donor policies, establishes in-country finance procedures, monitors financial activities, ensures timely reconciliations, manages reporting requirements, directs donor financial reports, facilitates audits, oversees asset protection. Training & Staff Management: Establishes roles and responsibilities matrix, recruits qualified staff, ensures performance reviews, develops training programs, oversees finance training for non-finance staff. Treasury: Supervises bank relations and account activities, oversees reconciliations, maintains cash forecasts, ensures appropriate balances, minimizes foreign exchange exposure, supervises receivables collection. Budget and Forecast: Oversees grant proposal budgets, prepares annual operating budget, reviews actual vs budget expenditures. Partnerships: Champions effective partnerships, promotes partner-led programming, contributes to Partner Capacity Analysis, manages partner support plans in finance sections, participates in Partnership Working Group. Accountability: Holds SMT accountable for safeguarding outcomes, fosters ongoing learning and reflection. Job Requirements Bachelor's degree in Accounting, Business Administration, Commerce, or Finance required; recognized professional certificate in accounting (e.g., CPA) or Master's degree in Accounting preferred
Expérience
Extensive, senior-level experience, minimum five years of managerial experience in Finance essential Senior-level experience working within the Ukrainian Financial sector is an advantage Prior experience leading large, complex multi-donor funded programs (USG, European, DFID, UN), foreign currency and exchange management, and budget development Extensive experience with computerized accounting systems (SUN System, Dynamics 365, Vision, Integra, etc.)
Demonstrated skills in building strong finance teams and establishing new finance operations Ability to function effectively in a complex, changing work environment French and English language communications skills are required Committed to staff training, capacity building, and development Demonstrated genuine interest in collaboration and partnership with local actors

Le 15 mai 2026, le gouvernement de la République démocratique du Congo (RDC) a officiellement déclaré la dix-septième épidémie de maladie à virus Ebola (MVE) du pays, suite à la confirmation de cas dans les zones de santé de Rwampara, Mongbwalu et Bunia, dans la province de l'Ituri. Au cours des 90 derniers jours, plus de 6 700 cas et plus de 3 500 décès ont été signalés ; le bilan total s'élève à plus de 8 000 cas et près de 4 000 décès depuis le début de l'épidémie, ce qui en fait l'épidémie d'Ebola à la propagation la plus rapide jamais documentée.
