The position may be located in any one of the offices in the focus countries (Cameroon, Cote d'Ivoire, Mauritania, and Togo) depending on donor preference. EngenderHealth is a global health non-profit organization with expertise in family planning, sexual and reproductive health, maternal health, gender equality, and gender-based violence prevention and response. We partner with host country governments to expand access to high-quality health services for their populations and support data-driven policy decisions. We collaborate with local civil society organizations to prioritize health, reproductive rights, and inclusive systems and services. We bring more than 50 years of experience working in some of the most disadvantaged and underserved communities across more than 100 countries. Today, we have a presence in 11 countries in Africa and Asia, where we have deep, long-standing connections with local organizations, government institutions, and healthcare providers. EngenderHealth is recruiting qualified candidates for an anticipated USAID-funded family planning program in the West African region, expected to begin in the second half of 2023. Through a consortium of partners led by EngenderHealth, this program will expand access to, and utilization of, quality family planning (FP) services in the West Africa region, with a specific focus on Cameroon, Cote d'Ivoire, Mauritania, and Togo. EngenderHealth and its partners will accomplish this through catalytic interventions designed to replicate, scale up, and expand the use and impact of High-Impact Practices (HIPs) in Family Planning (FP); increase uptake of FP services; and by facilitating regional coordination on policies and practices that support the successful expansion of FP services. This position is contingent upon award. JOB SUMMARY The Deputy Chief of Party/Senior Scale-Up Advisor will be responsible for the replication and scale-up planning and coordination of ExpandPF. They will serve as acting CoP when necessary. The Deputy Chief of Party (DCOP)/ Senior Scale-Up Advisor (SSUA) will lead the technical direction of the project as it seeks to catalyze local governments, institutions, and partners to strengthen health systems for scaling up FP in the West and Central African region. During the startup phase, the DCOP/SSUP will provide technical input to seminal documents such as the project's workplan, performance monitoring plan (PMP), scopes of work (SOWs) for consortium partners, and staffing plan, as well as provide contributions to conversations with the project COP and USAID/West Africa, to ensure a strong foundation for the project's success. During implementation, the DCOP/SSUA will provide technical oversight to ensure the soundness of the project's approach towards meeting its goals and objectives, working with project staff, Country Directors, and other technical personnel to deliver on expectations. The DCOP/ SSUA will also play a key role in the development project deliverables. In coordination with the COP, the DCOP/ SSUA will liaise closely with country Ministry of Health officials, regional authorities, and other external partners to collaborate on shared goals and objectives. As needed, this position will represent the program on behalf of the COP. This position is contingent upon an award. RESPONSIBILITIES Provide technical leadership to the project to support progress towards milestones and anticipated results. Lead the development and implementation of strategies, work plans, and activities to catalyze health system strengthening for scaling up family planning; elevate the role of regional actors in upholding regional collaboration, knowledge exchange, and accountability mechanisms; and build the institutional capacity of key local FP partners in the West African region. Supervise the project's technical staff, covering various technical disciplines such as FP, HSS/integration, policy/advocacy, GYSI, behavior change communication, etc. Provide mentoring and coaching as needed. Direct the technical team to ensure synchronized work to achieve project goals and objectives, and share/apply lessons learned and best practices across project activities. Liaise with technical representatives of consortium partners to ensure a harmonized approach towards project goals. Support the project's monitoring, evaluation, and learning (MEL) and knowledge management (KM) activities and deliverables. Work collaboratively with EngenderHealth's regional and Washington, DC offices to ensure technical assistance is well-coordinated. REQUIREMENTS Must possess the following requirements. Strong project management and advocacy skills, excellent strategic thinking, and prior experience working with staff and stakeholders across multiple countries. Experience preparing, planning for, and taking innovations and approaches to scale.
