Project Description  

Meeting Targets and Maintaining Epidemic Control (EpiC), a global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Department of State (DOS), that provides strategic technical assistance and direct service delivery to achieve HIV epidemic control among all at-risk populations; strengthen global health security (GHS), including outbreak response; expand tuberculosis detection and treatment (TB), improve maternal and child health (MCH), address malaria; and promote health systems strengthening (HSS) including supply chain management.  

The EpiC Cameroon buy-in will support the continuation and expansion of life-saving HIV prevention, treatment, care, and support services in Cameroon, building upon the foundational work of previous PEPFAR-funded initiatives. The focus will be on strengthening community-led platforms and integrating them with facility-based systems to increase access to quality HIV-related services, particularly for populations at higher risk of HIV, long distant truck drivers (LDTD), Children and Adolescents Living with HIV (C/ALHIV), HIV-exposed infants (HEIs), and their caregivers.

The program will contribute to closing gaps mainly towards HIV case finding (the first 95) while maintaining the gains of the second and third 95 of the UNAIDS target. Collaboration with the Government of Cameroon (including the Ministry of Public Health and the National AIDS Control Committee), PEPFAR clinical partners, the Global Fund, and local community organizations will be essential to ensure the delivery of high-quality, evidence-based case finding, family-centered where necessary and population-specific interventions.  

Job Description  

Manages day-to-day operations and systems coordination related to the procurement of various supplies and services in support of FHI 360 Cameroon projects. Selects, develops and evaluates personnel to ensure the efficient operation of the function 

 

Job Responsibilities:   

Manages the procurement process and inventory of office supplies, computer peripherals, software, cell phones, furniture, publications, subscriptions, medical equipment and pharmaceuticals for both zonal and country offices.  

Hold overall responsibility for the procurement cycle, ensuring that appropriate procurement policies, procedures, and tools are established, regularly updated, and enforced, and that all procurement of goods and services complies with organizational and donor requirements while meeting operational timelines. 

Establishes and maintains an approved supplier database, including supplier due diligence, vetting, and periodic performance evaluation. 

Leads strategic sourcing initiatives, market assessments, and cost‑benefit analyses to support value for money and cost efficiency across procurement categories. 

Leads contract management activities, including drafting inputs, administration, monitoring of service delivery, and contract close‑out. 

Oversees logistical system for shipping/property control and related contracts. Works with vendors to negotiate and obtain best pricing and service for international shipping contracts.  

Develops and implements Procurement plan, logistics plans, budgets, and procedures to maximize compliance with project needs within budget constraints.  

Provides financial reporting and reconciliation of inventories. Approves invoices for all expenditures accrued through shipping/receiving.  

Provides technical support on purchasing procedures, software, and ethics to staff.  

Develops and monitors procurement performance indicators (KPIs), including lead times, supplier performance, compliance rates, and cost savings, and prepares periodic management reports. 

Acts as liaison with accounting to assure purchase orders are paid as due and accounts are maintained currently.  

Trains staff in procurement and logistic procedures and policies to ensure compliance with government regulations and documentation requirements pertaining to both local and cross border purchases.  

Supervises procurement officers and supports performance management and professional development of direct reports, including ongoing feedback, coaching, and career support.  

Serves as a key focal point during internal and external audits, donor reviews, and compliance assessments related to procurement and logistics, ensuring timely response to findings and implementation of corrective actions. 

Performs other duties as assigned. 

 

Supervision Given/Receive:  

Manages Procurement staff to meet departmental and organizational goals.  

Accounts for the budget, methods, and training of staff to achieve results. 

 Develop and recommend solutions to meet internal and external needs of projects 

Reports to the Director of Administration and Finance. 

 

Education Qualification/ Skills & Experience  

 

Bachelor's Degree or international equivalent in Business Administration or related field 

Typically requires 5-8 years of procurement and logistics management experience.  

Articulate, professional and able to communicate in a clear, positive manner with clients and staff.  

Must be able to read, write and speak fluent French; English proficiency is an asset.  

Prior work in a non-governmental organization (NGO).  

Comprehensive knowledge of procurement and logistics standards and practices.  

Working knowledge of company policies and procedures regarding budgets and contracts as well as procurement services.  

Excellent oral and written communication skills.  

Strong critical thinking and problem-solving skills. 

 Ability to influence, motivate and negotiate to ensure compliance and company objectives and goals are met. 

Articulate, professional and able to communicate in a clear, positive manner with clients and staff. 

Certification in procurement preferred. 

Strong knowledge of procurement methods and procedures. 

Proficient use of Microsoft office and computer software skills. 

Demonstrated analytical and problem-solving skills. 

Ability to analyze and interpret data, identify errors and prepare reports. 

Ability to work well with others and independently.
