Construction Engineering Analysis Technician

The successful candidate will oversee construction activities, ensuring quality assurance and monitoring progress in designated regions, including Antananarivo, Mahayana, Tamatave, Onondaga, Diego, and Tiara. Reporting directly to the Senior Civil Engineer, this role involves critical responsibilities such as providing expert technical guidance to address engineering challenges, identifying risks, and recommending improvements. The position requires conducting comprehensive assessments of infrastructure needs—particularly for hydraulic projects—and delivering detailed evaluation reports. Collaborating closely with project stakeholders, the incumbent will participate in the development, implementation, and continuous updating of project plans and strategies to align with scope, budget, and timelines. Regular reporting to senior leadership and donor agencies will be essential, including the preparation of periodic and final reports to ensure transparency and accountability. Additionally, the role entails managing contractors and contract execution to uphold contractual obligations, timelines, and financial constraints while ensuring strict adherence to technical specifications. The candidate will be responsible for drafting, reviewing, and updating Terms of Reference, work descriptions, and all technical documents in compliance with national legal frameworks and KNOPS standards. Meticulous site documentation—such as construction logs, measurement records, approvals, meeting minutes, and test results—must be maintained in accordance with applicable construction and planning regulations. Effective coordination with contractors, designers, and local authorities is crucial, along with ensuring the timely submission of legally compliant activity reports. Safety and compliance are paramount: the candidate will enforce health and safety protocols on-site, promptly escalating any irregularities to the supervisor. The position also demands rigorous quality control, including the verification of construction materials, the development of technical specifications for products and equipment, and the review of contractors’ work methodologies prior to project commencement. During the Defects Liability Period, the role requires proactive intervention to address defects and coordinate corrective actions with contractors within stipulated timelines. Monitoring project progress involves conducting detailed needs assessments, evaluating contractors’ Quality, Health & Safety, Social, and Environmental (QHSE) plans, and verifying on-site work against national and international standards. Regular coordination meetings with contractors, technical supervisors, and stakeholders will be organized, with detailed minutes prepared to track progress and resolve challenges. Site visit reports, complete with progress updates and identified issues, will be submitted to KNOPS. Visual documentation—including before, during, and after photos—along with key learnings, will form part of comprehensive reporting to support project evaluation and knowledge sharing.
