Lead for World Bank Agribusiness & Digital Acceleration in Madagascar

The Mission Lead for the World Bank-funded PIC 3 Acceleration Program in Madagascar’s agribusiness and digital sectors will oversee the strategic, technical, and operational execution of this multiphase initiative. This role demands rigorous oversight to ensure program quality, adherence to international acceleration standards, and seamless coordination among consortium partners, public institutions, and key stakeholders throughout every stage—from SME and startup selection to market access and financing solutions. Fluency in French is essential, with proficiency in English and/or Malagasy considered a valuable asset. Based in Antananarivo, the position may include visa sponsorship if required. Reporting to the HQ Project Director, the Mission Lead will supervise a core team of 3–4 employees while providing oversight to up to 12 staff members and managing subcontractors. The role encompasses defining and implementing the acceleration methodology, overseeing company selection processes—including transparent scoring, financial evaluations, and pitch sessions—and guiding beneficiaries through investment readiness, fundraising, and international market expansion. Additionally, the Mission Lead will manage grant disbursement, compliance with fiduciary and social safeguards, and the program’s monitoring and evaluation framework, tracking key performance indicators such as revenue growth, job creation, and capital mobilization.

Candidates must hold at least a Master’s degree (BAC+5 equivalent) in management, finance, entrepreneurship, or a related field, alongside a minimum of ten years of experience in designing and managing acceleration or business support programs, preferably in international or emerging market contexts. Demonstrated expertise in grant management for SMEs or startups within donor-funded programs, along with a deep understanding of acceleration frameworks—including selection criteria, business plan development, and investment readiness—is critical. Strong leadership in coordinating multidisciplinary teams, fostering stakeholder collaboration, and navigating complex partnerships is required, with prior work in Madagascar strongly preferred. Exceptional communication, analytical, and organizational skills are indispensable, alongside adaptability, problem-solving acumen, and the ability to prioritize and delegate effectively.
