Act as the procurement owner of programs to support project strategies, procurement plans, and end-to-end resource assurance. Serve as the owner for inviting tenders for framework agreements and optimizing costs by category and manage centralized procurement by category.
Strategic Sourcing & Vendor Management: Identify, evaluate, and select suppliers based on quality, reliability, and cost. Build long-term partnerships, monitor supplier performance, and conduct site visits. Contract Negotiation & Management: Negotiate favorable terms, prices, and delivery schedules. Review and finalize contracts, ensuring legal compliance and risk mitigation. Cost Control & Budgeting: Develop, implement, and maintain purchasing strategies that reduce expenses and improve efficiency. Operational Procurement: Oversee the end-to-end purchasing process, including purchase orders, inventory tracking, and invoice approval. Risk Mitigation & Compliance: Analyze market trends to foresee supply/resources shortages, manage supplier risks, and ensure all procurement activities adhere to company policies. Supplier Performance: Manage supplier performance, identification of supplier gaps and develop coaching plan to bridge shortages. Cross-Functional Collaboration: Coordinate with technical team, IT, finance, and legal teams to align procurement with network expansion and operational goals. Creation of benchmark/baseline for each vertical module including assessment of labor/tools/machinery for Madagascar and Comoros. Provide strategic insights derived from data analysis to influence procurement strategies.
Bachelor degree or above in Procurement /Business Management or any related field of study from a recognized university. Knowledge: Have a good command of procurement-related methodologies, processes, and IT system operations. Master relevant business knowledge and financial knowledge. Understand delivery business knowledge and delivery operation process.
Skills: Strong analytical skills with the ability to gather and interpret data to drive strategic decision-making. Ability to thrive in a fast-paced environment, managing multiple priorities and deadlines effectively. Phone availability on 24/7 basis. Ability to travel outside Antananarivo and outside Madagascar for project support. Strong English language (speaking and written)
