Localisation
Based in Freetown with travel to selected districts across Sierra Leone. Contract Details: Six-week consultancy starting 21 September 2026. Consultancy Background Purpose: The Ministry of Health, with support from Concern Worldwide and partners, seeks a consultant to develop a costed implementation plan to operationalise the Sierra Leone Health Sector Gender Policy. To develop an evidence-based, practical and costed action plan that translates gender policy commitments into implementable actions across the health sector.
Responsabilités
Responsibilities: Review relevant policies and gender analyses; conduct stakeholder consultations nationwide; develop a strategic implementation and costed action plan; create a monitoring and evaluation framework; facilitate validation workshops; and finalise the action plan for MoH approval. Person specification:
- Advanced degree in Gender Studies, Public Health, Health Policy, International Development, Social Sciences or related field
- At least 7–10 years of relevant professional experience in gender equality, gender mainstreaming, health systems, policy development, strategic planning or related areas.
- Demonstrated experience in developing gender strategies, implementation plans, action plans and/or costed action plans.
- Strong understanding of gender equality and gender-responsive approaches within the health sector.
- Demonstrated experience conducting gender analysis and translating findings into practical policy and programme interventions.
- Experience working with Ministries of Health and/or other government institutions. Expected Deliverables Inception report, document review summary, stakeholder consultation report, draft costed action plan, validation process report, final action plan and final consultancy report. Partnership and Localisation Actively contribute to Concern’s commitment to localization and equitable partnerships, through for example supporting the identification of partners, supporting management and accompaniment of partners, participating in capacity sharing initiatives, and other initiatives as required. Concern has a Staff Code of Conduct and a Programme Participant Protection Policy which have been developed to ensure the maximum protection of programme participants from exploitation and to clarify the responsibilities of Concern staff, consultants, visitors to the programme and partner organization, and the standards of behaviour expected of them. In this context staff have a responsibility to the organization to strive for, and maintain, the highest standards in the day-to-day conduct in their workplace in accordance with Concern’s core values and mission.
