Job Description ICT officer II (software development – backend) Employer Public Procurement Regulatory Authority (PPRA) Number of positions 4 positions Application period 1 September 2026 to 14 September 2026 Duties and responsibilities The ICT Officer II will oversee and manage a range of responsibilities, including ensuring the seamless operation of information and communication technology systems. Responsibilities will encompass the maintenance, troubleshooting, and optimization of hardware, software, and network infrastructure to support organizational objectives. Additionally, the incumbent will provide technical assistance to end-users, resolve complex IT issues, and implement security measures to safeguard data integrity. Collaboration with cross-functional teams will be essential to align IT solutions with business requirements, while staying abreast of emerging technologies to enhance system efficiency and innovation. Engage in the full lifecycle of secure, scalable backend systems, including analysis, design, development, testing, deployment, and ongoing maintenance, with a focus on robust web services and microservices architectures.

• Design and implement backend services with Java and Spring Boot, encompassing RESTful APIs, GraphQL schemas, queries, and mutations. Integrate diverse internal and external systems by leveraging Spring Cloud Open Feign, RESTful APIs, RabbitMQ, and other asynchronous or event-driven communication frameworks to facilitate seamless interoperability and real-time data exchange. Design and optimize PostgreSQL databases using SQL, indexing techniques, Spring Data JPA, and Hibernate to enhance performance and ensure efficient data management.
• Develop and enforce robust backend security measures, implement caching solutions, conduct comprehensive testing, maintain detailed API documentation, and optimize system performance, utilizing technologies including Spring Security, OAuth2, JWT, Regis, JUnit, Test containers, Swagger/OpenAI, and Postman.
• Use Git-based repositories, CI/CD pipelines and containerized deployment environments.
• Prepare technical documentation.
• Perform any other official duties assigned by the supervisor. Qualifications Applicants must hold a Bachelor’s Degree in one of the following fields from a recognized higher learning institution:
• Computer Science
• Software Engineering

• Computer Engineering Candidates must also possess practical project experience or a demonstrable software development portfolio. Required technical knowledge and experience Candidates should have:
• Strong proficiency in Java 21 or above.
• Strong knowledge of modern object-oriented programming.
• Backend development experience using Spring Boot, Spring Data JPA and Hibernate.
• Practical experience with: REST APIs GraphQL Spring Cloud OpenFeign PostgreSQL RabbitMQ Asynchronous processing Event-driven architecture Git Basic CI/CD pipelines Added advantages Proficiency in the following technologies will enhance the candidate’s suitability for the role.
