Senior Assessment Officer - Shelter & Site Management for OPT, Based in Amman

IMPACT Initiatives, a humanitarian NGO based in Geneva, Switzerland, is seeking a Senior Assessment Officer to support its team in the occupied Palestinian territory (oPt). IMPACT manages several initiatives, including the REACH Initiative, and specializes in data collection, management, analysis, GIS, and remote sensing. Launched at the initiative of ACTED, an international NGO with headquarters in Paris and presence in thirty countries, IMPACT benefits from ACTED's operational support through a global partnership.

The humanitarian situation in oPt, particularly in the Gaza Strip, has reached dire levels due to ongoing hostilities, resulting in mass displacement, collapse of basic services, and near-total breakdown of civilian infrastructure. With 2.1 million people affected, access to food, water, healthcare, and shelter remains critically limited. In response, IMPACT is planning research activities to support an evidence-based humanitarian response, including cash and market assessments in 2026 to inform the post-ceasefire context.

Position: Senior Assessment Officer – Shelter & Site Management

Contract duration: 3.5 months with possibility of extension (pending funding confirmation).

Location: Based in Amman

Position Profile: Under the line management of the Research Manager, the Senior Assessment Officer is jointly responsible for implementing REACH's Shelter and Site Management assessments, including preparation, data collection, analysis, drafting, dissemination, and evaluation. The primary assessment will be the Comprehensive Shelter Needs Assessment and associated Joint Analysis Workshop. Targeted assessments are expected throughout the contract period. Extensive external coordination is expected, both in facilitating assessments and positioning IMPACT within the newly forming Shelter, Land and Sites cluster.

Responsibilities:

Project/Research Cycle Management: Ensuring assessment, analysis, and support material development are planned and implemented in a structured and coherent manner, aligned with project objectives and global IMPACT guidelines. Managing relevant assessment cycle stages, including oversight of research design, data collection, or analysis. Collaborating with other IMPACT Shelter and Sites team members to ensure alignment and efficiency.

Contextual Understanding: Guiding secondary data review and efforts to understand the information landscape, and how the assessment contributes to strategic response objectives. Keeping up to date with the shifting oPt context, especially around the Shelter, Land and Sites cluster merge.

Research and Technical Skills: Developing and implementing specific Sites and Shelter assessments, with a technical interest in shelter vulnerability, displaced person vulnerabilities, site management (including site profiling, community engagement, care and maintenance). Conducting comprehensive secondary data review for triangulating relevant data. Developing additional support materials, including guidance notes, KII facilitation guides, and training materials. Analyzing collected data and drafting outputs (e.g., shelter vulnerability reporting).

Staff Management and Training: Supporting training of trainers and data collection staff on assessment objectives and tools, including in collaboration with partners. Promoting capacity building across the IMPACT oPt mission. Providing day-to-day direct and indirect management of the research team.

Coordination: Interacting autonomously with HQ departments and serving as mission focal point for particular themes. Coordinating with research units and teams. Supporting senior management in designing, planning, and implementing strategies. Externally, coordinating with clusters, UN agencies, and partner NGOs to align with priority information needs. Directly engaging with the Site Management Cluster, Shelter Cluster, and newly forming Shelter, Land and Sites cluster. Leading external engagement related to project implementation and research findings. Where necessary, leading Joint Analysis Workshops with partner organizations.

The Senior Assessment Officer will maintain strict confidentiality on all data collected and related processes, taking measures to prevent unauthorized sharing of information.

Requirements:

Years of work experience: 3 years of relevant working experience in a humanitarian setting, such as assessments, monitoring and evaluation, research design and analysis.

Research skills: Excellent quantitative and qualitative research data analysis experience, including key informant interviews and quantitative tool design (KoBo).

Sampling and statistical skills: Experience in complex sampling design is an advantage; ability to interpret descriptive statistics is essential.

Familiarity with aid system: Good understanding of the aid system and research community; prior experience with humanitarian coordination forums preferred.

Thematic experience: Prior experience with Sites and Shelter research or related professional experience is required.

Communication/reporting skills: Excellent verbal and written communication and drafting skills for effective reporting.

Sound judgment and emotional intelligence: Ability to operate in high-pressure or sensitive situations, with strong interpersonal awareness and responsiveness to feedback.

Academic qualifications: Master's degree or equivalent in a relevant discipline (e.g., international studies, development, humanitarian response, data science, political science).

Software skills: Proven knowledge of Microsoft Office Suite (Word, Excel, PowerPoint). Familiarity with R, SPSS, STATA, or other statistical analysis software is an asset.

Security environment: Ability to operate in a complex and challenging security environment.

Experience in geographical region: Past experience in the region is desirable.

Language skills: Fluency in English required; Arabic is an asset.

Compensation & Benefits: Salary between 2,580 CHF and 2,640 CHF monthly (before income tax), plus a monthly living allowance of 300 USD. Salaries are strictly determined by the salary grid based on grade and education level. A location-dependent security and/or isolation adjustment is applied. Accommodation and food provided in the guesthouse. Enrolment in Swiss private pension fund (Swisslife – approx. 9.975% of gross salary), health insurance, life insurance, and repatriation assistance. Flight tickets every 6 months and visa fees covered; in-country travel and professional expenses fully covered. Contribution to luggage transportation (20-100 kgs depending on contract length) plus luggage and personal property insurance. Annual leave of 36 days per year, plus public holidays of the country of assignment. Family/compassionate leave when applicable. Pre-departure induction: 3 days at IMPACT HQ in Geneva plus one week pre-departure training in ACTED HQ in Paris, including 4-day in-situ security training. Health insurance covers up to 1000 € per year for psychosocial counselling.
