The Infection Prevention and Control (IPC) program plays a critical role in ensuring quality healthcare services and supporting health facilities’ accreditation efforts, as emphasized by established IPC standards. Despite these measures, healthcare-associated infections continue to undermine service quality, necessitating the reinforcement of IPC strategies across all healthcare levels to enhance health outcomes. In 2018, the Ministry of Health conducted a rapid assessment of customer care and IPC in health facilities, recommending the harmonization of IPC guideline rollouts to ensure consistent implementation nationwide and to promote safe, high-quality healthcare delivery. To this end, the Rwanda Ministry of Health has endorsed a National IPC Policy and Strategic Plan, alongside comprehensive IPC guidelines, standard operating procedures (SOPs), training manuals, and job aids designed to facilitate implementation. These resources are instrumental in strengthening IPC frameworks and improving the safety and quality of health services through evidence-based, decentralized, and integrated IPC programs. Jhpiego has collaborated with governments and partners to bolster IPC programs and practices in health facilities and communities, supporting the development of sustainable national IPC initiatives. The Rwanda Ministry of Health has entrusted Jhpiego with providing technical assistance to review the draft National IPC Guideline, SOPs, training materials, and job aids. The objectives of this engagement include conducting a situational analysis to align existing drafts with current needs, thoroughly reviewing and refining the National IPC Guidelines (including clinical IPC and IPC during Viral Hemorrhagic Fever), and updating SOPs, training materials, and job aids. Additionally, the consultant will evaluate and enhance in-preservice training curricula, develop or refine facilitator training manuals, disseminate approved documents, and establish monitoring and auditing tools—including IPC indicators—to assess the IPC framework. A Health Care-Associated Infection (HAI) Surveillance Strategy will also be developed. The Individual Consultant will operate under the supervision of the Head of the Department of Clinical and Public Health Services, within the Unit of Health Quality Services, which oversees quality improvement initiatives, including the IPC program. Collaboration with the Environmental Health Team at the Ministry of Health and other stakeholders will be essential. The consultant will leverage existing national and international IPC frameworks to enrich the development of national guidelines, SOPs, training materials, and job aids, ensuring alignment with global best practices while adapting them to Rwanda’s context.
