Job Announcement Finance Officer, ITN Mass Campaign (Temporary – 6 Months) Job Summary: The Campaign Finance Officer will support the financial planning, implementation, monitoring, and reporting of the ITN Mass Campaign. The staff will ensure sound financial stewardship of campaign resources through accurate financial documentation, budget monitoring, payment processing, cash management, account reconciliation, and compliance oversight. The Finance Officer will work closely with campaign implementation teams, CRS finance staff, county-level teams, and other partners to ensure efficient and accountable use of resources. Roles and Key Responsibilities: Financial Management and Budget Monitoring Support implementation of financial management activities for the ITN Mass Campaign. Monitor campaign expenditures against approved budgets and spending plans. Prepare budget tracking reports and advise management on budget utilization and variances. Assist in budget revisions, forecasts, and financial projections as required. Ensure campaign expenditures are charged to the correct budget lines and project codes. Payment Processing and Cash Management Review payment requests for accuracy, completeness, and compliance with CRS policies. Prepare payment vouchers and supporting documentation for approval. Process payments through approved CRS financial systems and procedures. Support cash forecasts and liquidity planning for campaign activities. Monitor cash advances and ensure timely retirement and reconciliation. Financial Reporting and Reconciliation Prepare various campaign-related periodic and ad hoc financial reports and perform variance analysis to assist the campaign management team with decision-making. Assist with budget maintenance for proper management of the campaign financial resources. Periodic financial reports for project management and stakeholders. Review and validate supporting documentation and financial reports submitted by the campaign service providers before processing the liquidation to ensure all required documents are accurate and complete, and authorizations are in place. Review the campaign service providers’ payment documentation. Review the campaign service providers’ bank account and mobile money for accuracy and correctness. Ensure the campaign service providers submit monthly bank account and mobile money reconciliation. Review and analyze various campaign-related accounts to detect irregularities. Recommend corrective actions and prepare correcting entries and adjustments, as necessary. Perform regular reconciliation of campaign-related accounts and transactions. Track outstanding advances and ensure timely submission of supporting documentation. Maintain organized financial records and supporting documents for audit purposes. Support preparation of donor financial reports as requested. Compliance and Internal Controls Ensure adherence to CRS finance policies, donor regulations, and local statutory requirements. Verify completeness and accuracy of supporting documentation before payments are processed. Conduct compliance reviews of field financial documentation and activity settlements. Identify financial risks and recommend corrective actions. Support internal and external audit processes and implementation of audit recommendations. Field Finance Support Provide financial guidance to county-level campaign teams and implementing partners. Participate in campaign planning, training, and review meetings as required. Conduct field monitoring visits to verify financial accountability and compliance. Support financial close-out of campaign activities and reconciliation of field advances. Capacity Strengthening and Coordination Orient campaign staff and temporary workers on CRS financial procedures. Foster strong collaboration between programmatic and finance teams. Support continuous improvement of financial management practices throughout campaign implementation. Basic Qualifications Bachelor’s degree in Accounting, Finance, Business Administration, or related field. Professional accounting qualification or partial certification (ACCA, CPA, CIMA, or equivalent) preferred. Minimum of three (3) years of relevant professional experience in finance, accounting, grants, or project financial management. Experience supporting donor-funded projects, preferably health or malaria programs. Global Fund experience is an advantage. Advanced proficiency in Microsoft Excel Experience with large-scale campaign programming is an advantage. Ability and availability to travel to remote field locations Preferred Qualifications Experience working with CRS or an international NGO. Experience supporting Global Fund-financed programs. Experience with malaria prevention campaigns and community-based distribution activities. Experience using enterprise financial management systems such as Oracle, ERP systems, or similar platforms. Knowledge, Skills and Abilities Strong knowledge of accounting principles and financial management practices. Excellent analytical and problem-solving skills. Strong attention to detail and accuracy. Ability to manage multiple priorities and meet tight deadlines. Strong interpersonal, communication, and coordination skills. Ability to work effectively in a team environment and under pressure. High level of integrity and commitment to financial accountability. Required Languages – English Travel – Must be willing and able to travel up to 50 %.
