Expertise France is seeking a highly skilled Project Manager to oversee the implementation of the “Rwanda VET Agra” initiative in Kigali, Rwanda. As France’s international cooperation agency, Expertise France operates under the Ministry of Europe and Foreign Affairs and the Ministry of the Economy, Finance and Recovery, designing and executing projects that reinforce public policies in low- and middle-income countries. This position falls within the Operations Directorate’s Human Capital and Social Development Department, specifically the Vocational Training, Integration and Employment Division, reporting directly to the Division Head.
The Project Manager will lead the in-country team, collaborating with beneficiaries and partners to ensure the project’s successful delivery while maintaining close coordination with a Project Officer at the Paris headquarters. Key responsibilities include overseeing the project’s execution in alignment with technical, scheduling, budgetary, and legal requirements stipulated in the donor agreement; steering governance, monitoring, and evaluation processes; and managing a team of nine professionals based in Rwanda.
Specific duties encompass: leading activity coordination and project management to achieve targeted outcomes through meticulous technical, financial, and contractual oversight; developing annual activity plans, budgets, and monitoring frameworks while mobilizing and supervising short-term expertise as needed; making strategic adjustments in consultation with stakeholders to mitigate risks; and ensuring compliance with donor commitments, including progress tracking, financial accountability, and audit readiness.
The role also entails producing and reviewing programming and reporting documents—such as budgeted activity plans and financial reports—contributing to headquarters’ planning cycles, and maintaining transparent communication across all levels. Additionally, the Project Manager will supervise the project team’s recruitment, training, and performance evaluation, fostering cohesion and alignment with partners, while ensuring conducive working conditions tailored to the local context.
Representation and partnership coordination are central to this role, requiring the Project Manager to engage with stakeholders, oversee partner interventions, and facilitate private sector involvement, with a focus on gender-transformative approaches. The position demands leadership in governance committees, knowledge-sharing initiatives, and community engagement to co-design and adapt activities, while aligning with Rwanda’s broader strategies in VET and agriculture.
The Manager will also serve as Expertise France’s primary liaison with the donor in Kigali, reinforcing institutional relationships and the project’s visibility.
