Enable, the Belgian development agency responsible for implementing Belgium’s governmental cooperation and collaborating with national and international donors, is seeking a Field Officer in VET and Workplace Learning (WPL) to support its five-year bilateral cooperation program in Rwanda (2024–2029), with a budget of 95 million. This program prioritizes health, agriculture, urbanization, and public financial management, with agriculture as a key focus. The role aims to strengthen food security for Rwanda’s urban population by developing sustainable, resilient, and inclusive agricultural value chains, particularly in pig and poultry farming, beekeeping, rabbit farming, and aquaculture. The successful candidate will work under the supervision of the VET and Workplace Learning Expert, collaborating with the Rwanda VET Board (RTB) and Rwanda Agriculture Board (RAB) staff. Based primarily at the RTB office in Kigali with field visits, the Field Officer will facilitate dual training programs, support schools and private sector employers in curriculum design and assessment, ensure compliance with regulations, and monitor progress toward program targets. Additional responsibilities include identifying skills gaps, proposing capacity-building initiatives, maintaining program documentation, and fostering communication between schools and RTB. The role also involves assisting schools in certification updates, organizing graduation ceremonies, compiling progress reports, and documenting best practices. Applicants must be Rwandan citizens with a bachelor’s degree in education or a related field, at least two years of VET experience, and proficiency in English and Kinyarwanda (French is an asset). Preference will be given to candidates with agriculture value chain experience and the RTTI certificate in Competence-Based Training and Assessment. Key skills include strong monitoring and reporting abilities, coaching, workshop facilitation, and ICT proficiency. The role requires adaptability, teamwork, and field readiness. The position offers an open-ended local contract under Rwandan labor law, with a gross monthly salary ranging from 1,141,599 RWF based on experience.
