Partners In Health (PIH) is an international health organization relentlessly committed to improving the health of the poor and marginalized. PIH partners with local governments to build local capacity and work closely with impoverished communities to deliver high-quality health care, address the root causes of illness, train providers, advance research, and advocate for global policy change. Our services in the field are based in our partnership with Governments and Ministries of Health, while education, training and mentorship to Health care workers and students remain key pillars of our health system strengthening. PIH currently has implementation programs in Haiti, Rwanda, Lesotho, Liberia, Malawi, Kazakhstan, Peru, Mexico, Navajo Nation and Sierra Leone. Through our partnership with Harvard Medical School and the Brigham and Women’s Hospital, we support a wide range of programs in dozens of other countries around the world. Our Work In Sierra Leone: Partners In Health began supporting the government of Sierra Leone in response to the Ebola epidemic in October 2014. Recognizing the large need for continued investments in the health system after Ebola, PIH is committed to long-term health system strengthening in support of the Ministry of Health and Sanitation (MOHS), guided by the same principles as our emergency response and our work around the world: public sector accompaniment, integrated and comprehensive services, social justice, nimbleness and flexibility, partnership, community ownership, and evidence-based interventions. In the aftermath of the epidemic, PIH is committed to supporting the delivery of comprehensive health services in Sierra Leone, from the community level to the health center and to referral hospitals. As PIH Sierra Leone expands its support for the Government’s health sector priorities, sustained and diversified funding is critical to achieving our mission. The Resource Mobilization Specialist serves as a key member of the Policy and Partnerships Team and plays a central role in streamlining systems, processes and coordination with cross-site fundraising teams in responsibly growing PIH-SL’s portfolio to advance its strategic priorities. Reporting to the Director of Policy and Partnerships, the Specialist will lead and coordinate business development processes, proposal development, donor engagement, project design, grants stewardship, and partner relations.

The Specialist will work closely with clinical, programmatic, monitoring and evaluation, operations, finance, compliance, and global teams to develop compelling funding opportunities, strengthen strategic partnerships, ensure excellence in donor stewardship, and support the successful implementation of donor-funded programs. This role is ideal for a highly motivated professional with exceptional writing and project management skills, strong donor engagement experience, and a commitment to health equity and social justice.

Essential Duties and Responsibilities: Resource Mobilization and Business Development (35%) Lead the identification, assessment, and tracking of funding opportunities from bilateral donors, multilateral agencies, foundations, corporate partners, and philanthropic institutions, ensuring alignment with PIH Sierra Leone’s strategic priorities. Develop and maintain a robust funding pipeline and donor intelligence system, providing regular analysis and strategic recommendations to inform organizational fundraising priorities and growth opportunities. Work across departments and sites to translate clinical, operational, and programmatic priorities into compelling funding opportunities, investment cases, and partnership opportunities.

Lead the development and coordination of high-quality concept notes, grant applications, technical proposals, donor presentations and program briefs. Coordinate proposal development processes from inception to submission, establish timelines, facilitate planning meetings, and manage inputs from programmatic , clinical, finance, operations, monitoring and evaluation, and leadership teams.

Ensure all funding submissions are strategically positioned, technically strong, donor-compliant, and reflective of PIH Sierra Leone’s mission, evidence base, and implementation experience. Support consortium development and collaborative funding opportunities by coordinating engagement with local and international partners. Develop donor briefings, funding pitches, engagement plans, and strategic communications that strengthen PIH Sierra Leone’s visibility and competitiveness. Resource Mobilization Systems and Capacity Strengthening (35%) Lead the development, implementation, and periodic review of PIH Sierra Leone’s resource mobilization strategy in collaboration with the Director of Policy and Partnerships, Coordination Site colleagues, and senior leadership, ensuring alignment with organizational priorities, growth objectives, and long-term sustainability goals. Support the establishment, institutionalization, and continuous improvement of business development systems, processes, tools, and standard operating procedures that strengthen opportunity identification, proposal development, donor engagement, pipeline management, and cross-departmental coordination. Work closely with Coordination Site colleagues and relevant global teams to adapt and roll out business development best practices across PIH Sierra Leone, ensuring consistency, efficiency, and compliance with organizational standards. Assess organizational business development capacities and identify gaps across programmatic, clinical, operational, and leadership teams, developing targeted capacity-strengthening plans to improve fundraising readiness and proposal competitiveness. Design and deliver training, coaching, mentoring, and learning initiatives that build staff capacity in resource mobilization, proposal development, donor intelligence, donor stewardship, partnership development, and business development processes. Foster a culture of resource mobilization across the organization by strengthening staff understanding of donor priorities, funding trends, proposal development processes, and the role of each department in securing and managing strategic funding opportunities. Monitor and develop key performance indicators to evaluate the effectiveness of business development systems and capacity-strengthening initiatives, generating lessons learned and recommendations to continuously improve organizational fundraising performance and partnership development efforts Project Design, Development, and Stewardship (20%) Support the design of new programs and projects by working closely with clinical, programmatic, policy, and monitoring and evaluation teams to develop strong theories of change, implementation plans, and results frameworks. Translate technical and clinical priorities into coherent program designs supported by evidence-based approaches, measurable outcomes, and compelling narratives. Conduct scheduled field visits to project sites to support program design, internal review and reflection and donor engagement activities. Support the analysis of project performance, implementation challenges, risks, and lessons learned, providing recommendations to strengthen program effectiveness and future project design. Support the development of project documentation, partnership agreements, implementation frameworks, and other materials required to strengthen project delivery and impact. Donor Reporting, Partnerships and External Engagement (10%) Support grant launch, implementation, and stewardship processes by coordinating with program, finance, compliance, and technical teams to ensure donor requirements, reporting obligations, and key deliverables are clearly understood and effectively tracked throughout the grant lifecycle. Contribute to donor stewardship and engagement efforts by working closely with the Communications Manager, Director of Policy and Partnerships, and program teams to develop high-quality donor updates, impact stories, presentations, briefing packages, and other communications that effectively demonstrate program results and strengthen donor confidence. Maintain accurate and up-to-date grants management systems, donor records, funding opportunity trackers, and reporting repositories to support compliance, institutional learning, knowledge management, and organizational decision-making. Support the development and management of strategic partnerships by coordinating inputs for partnership discussions, consortium opportunities, Memoranda of Understanding (MOUs), and other collaboration frameworks with government, donor, NGO, academic, and private-sector partners. Represent PIH Sierra Leone in partner consultations, donor meetings, consortium discussions, and external engagements as delegated, effectively communicating organizational priorities, programmatic achievements, and partnership opportunities. Contribute to the cultivation and stewardship of productive relationships with donors, development partners, and key stakeholders by ensuring timely follow-up, responsive communication, and effective coordination of partnership and donor engagement activities. Education and Work Experience Requirements: Required Bachelor’s degree in international development, international relations, or related field.

Minimum ten years of international development experience, with at least five years’ experience in a developing country. Several years’ relevant work experience in sectors such as health care, public health, international development, government, professional services, academia, social justice Committed to travelling to field locations in rural Sierra Leone approximately 2 weeks a month, sometimes more Strong communicator able to form and steward strong relationships with external parties Track record of successfully delivering complex, fast-paced projects with multiple stakeholders and deliverables, to tight timelines Experience independently drafting high-quality, technical written deliverables, synthesizing information from multiple sources Proficient in Microsoft Word, Outlook and internet applications; comfortable with PowerPoint and Excel Strong interpersonal skills, and ability to work effectively with a range of stakeholders Strong organizational skills and attention to detail, and ability to structure and recall information and develop processes and systems for project and information management Ability to work with humility and achieve results, including in settings with resource limitations, through entrepreneurial mindset, planning and persistence Passion for PIH’s mission and commitment to social justice and developing a preferential option for the poor in healthcare Preferred Master’s degree in relevant subject e.g., International Development, international relations, public health, policy, development, business administration Experience in Sierra Leone or similar African/low-income country Prior experience working in global public health and/or clinical settings, especially in PIH priority areas (e.g., infectious diseases, NCDs, maternal health, clinical education) Prior experience in fundraising and business development, including proposal writing and development of pitch decks Prior experience in development and management of donor-funded projects, including report writing, donor stewardship and grant management Prior experience with one or more of the following donors: USG, FCDO, World Bank, Global Fund, Global Affairs Canada, private philanthropic foundations Strong Excel, PowerPoint and/or graphic design skills Prevention of Sexual Exploitation , Abuse Partners In Health Sierra Leone is dedicated to preventing unwanted behavior in the workplace, including sexual harassment, exploitation, abuse, financial misconduct, and ensuring the welfare of those we serve.
