The ESPEN programme focuses on supporting Member States in achieving SDG targets related to the preventive chemotherapy neglected tropical diseases (PC-NTDs), investing in fostering Member State investments in elimination of five neglected tropical diseases amenable to preventive chemotherapy lymphatic filariasis, onchocerciasis, soil-transmitted helminthiasis, schistosomiasis, and trachoma

The vision of the DPC cluster is an African Region where access to health care services at all levels is optimized to provide responses that lead to control, elimination and eradication of targeted diseases, allowing people to thrive in healthy environments, attaining the highest possible standard of health and well-being, through the life course. The goal of the cluster is to drive attainment of relevant SDG targets in the WHO African region. The mission is to build an African Region that is resilient, agile and responsive to the complex requirements of its diverse populations, using an integrated, multi-sectoral approach that fosters cooperation and collaboration to support Member States' investments in disease control and prevention, building healthier populations, using equity-based and people-centred approaches. The cluster strategic directions are as follows: (1) Leadership in coordination, partnership, strategic communication and resource mobilization;(2) Generation of strategic information and knowledge products; (3) Development of WHO technical products, services, and tools; and (4) Country support facilitation and institutional capacity building. The overall objective of the ESPEN programme is to provide leadership and ensure action in Member States towards reducing morbidity, mortality, and disability associated with NTDs. Towards this objective, the ESPEN programme focuses on facilitating integrated, evidence-based, and people-centred approaches.
Responsabilités
The incumbent will be expected to perform the following duties: 1.Leadership in coordination, partnership, strategic communication and resource mobilization: Act as the technical focal point with WHO HQ, national programmes and partners to align NTD data collection and reporting tools and standard procedures Lead the integration of data from the Joint Application Package and other routine national datasets into the ESPEN Data Portal Contribute to resource mobilization and advocacy activities in support of the implementation of WHO and AFRO Resolutions
Formation / Diplômes
Closely collaborate with CM-NTD Data management focal points and others on data and information management. 2.Generation of strategic information and knowledge products: Develop and oversee data backup, recovery, and business continuity strategies; and pro-actively mitigate cybersecurity and data quality risks, ensuring system resilience. Implement and monitor data-sharing agreements, access controls, and confidentiality protocols.
Expérience
Develop and manage, APIs, and data visualization tools that enhance system interoperability and user experience of the ESPEN data portal, in line with WHO's FAIR data principles (Findable, Accessible, Interoperable, Reusable). Contribute to technically review the preventive chemotherapy data (endemicity and demography, and preventive chemotherapy strategy to be implemented); Technically support the disease-specific officers in ensuring country NTD programmes apply the appropriate preventive chemotherapy based on disease endemicity and history of treatment. 3.Development of WHO technical products, services, and tools: Collaborate with WHO/HQ/NTD team to continuously improve the WHO standard data reporting forms. Provide technical support to the generation of analytical dashboards and performance metrics to track progress toward the NTD Roadmap 2021-2030 targets. 4.Country support facilitation: Conduct a rapid assessment of existing tools, data, datasets, and data-warehouses currently used at country, regional and global levels to support management of NTD data and information in general, and specifically PC-NTDs. Improve data collection specifically targeting the Joint Application Packages (JAPs) and GNARF. Provide technical support to Ministries of Health in preparing and submitting high-quality preventive chemotherapy data. Work closely with WHO country offices and NTD programmes to close data gaps and improve data completeness and timeliness. Provide training, and country data managers and national NTD programmes to strengthen data management capacity. .Perform other related responsibilities as assigned, including replacing and backstopping for others as required
REQUIRED QUALIFICATIONS
Education Essential : First university degree in Computer sciences, Information Systems, or Information Technology, Monitoring and Evaluation, or related field. Desirable : Certification in data analysis, database platforms, statistical programming or public health informatics tools. Experience working in developing countries. Experience Essential : A minimum of five (5) years of experience in public health data management and analysis at national or international level. Five years of experience in management and utilization of programme data (preferably public health related programming) for decision-making. Experience working with National NTD Programmes Desirable : A minimum of 3 years of working experience inclusive with WHO or other international organizations; Work experiences that are diverse, incorporating private sector, NGOs, other UN, or governmental Health related agencies will be an advantage; Experience working in developing countries.
Compétences requises
Good knowledge of NTD data flow and data collection process; Good knowledge of NTD preventive chemotherapy planning and implementation principles Excellent knowledge of database, data warehouse and data-driven application architecture design, development, and implementation; Proven skills and excellent working knowledge in the following information technologies and platforms:oSQL Server oBusiness Intelligence tools (Microsoft Power BI, Tableau, ...); Knowledge of GIS (stand-alone and online GIS application such as ArcGIS online and Desktop); Knowledge of statistical principles, methods and software packages and data analysis; WHO Competencies Teamwork Respecting and promoting individual and cultural differences Communication Producing results Building and promoting partnerships across the organization and beyond Use of Language Skills Essential : Expert knowledge of English. Desirable : Intermediate knowledge of French. The above language requirements are interchangeable.
REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 71,335 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2699 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
