HLP Field Monitor – Six Syrian Governorates (Aleppo, Homs, Idleb, Hama, Raqqa and Al-Hasakah)

About The Day After (TDA) TDA is an independent, Syrian-led civil society organization working to support a democratic transition in Syria. TDA develops and implements programmes that promote rule of law, human rights, accountable governance and evidence-based responses to the needs and priorities of Syrians.

Project Background The HLP Rights Monitoring project establishes a community-rooted monitoring mechanism across six Syrian governorates to generate timely and reliable evidence on housing, land and property (HLP) risks, incidents and trends. Field Monitors are central to the collection and initial documentation of consistent, ethical and verifiable field information.

Position Purpose The Field Monitor is responsible for the systematic collection and initial documentation of HLP-related information within the assigned monitoring area, using the standardized methodology and tools approved by TDA.

Key Responsibilities

A. Structured Key Informant Interviews (KIIs) Conduct structured key informant interviews with relevant community informants, returnees, local civil society actors and, where accessible, local authorities. Collect information on HLP incidents, trends, risks and emerging patterns. Ensure interviews follow the approved tools and ethical procedures.

B. Community-Based Monitoring Engage affected households and communities to document HLP situations using the approved tools. Record relevant information concerning forced eviction, secondary occupation, documentation loss, contested tenure and other pre-identified HLP patterns. Ensure information is collected voluntarily and with informed consent.

C. Direct Observation Conduct site-level observation in assigned priority areas. Document relevant property and displacement conditions. Record observations using the approved direct field observation tool.

D. Open-Source Monitoring Monitor relevant publicly available local media, social media and civil society information. Identify potential HLP incidents for cross-checking and field verification.

E. Data Quality and Protection Submit complete and accurate data according to agreed procedures. Maintain the confidentiality and anonymization of respondents. Apply Do No Harm and Protection from Sexual Exploitation and Abuse (PSEA) principles. Immediately report serious protection, access or security concerns to the HLP Team Leader.

F. Coordination and Reporting Report directly to the HLP Team Leader on all field monitoring activities. Participate in weekly coordination meetings led by the HLP Team Leader. Submit field monitoring data and regular field updates according to procedures established by TDA. Inform the HLP Team Leader of emerging HLP trends, hotspots, access constraints, protection concerns and methodological challenges. Provide clarification or additional information when requested through established project reporting and data-quality procedures.

Performance Targets Each monitor will contribute to the following project-wide monthly and continuous targets, in accordance with the allocation and procedures agreed by the HLP Team Leader:

  • 60 KIIs per month.
  • 60 documented HLP cases per month.
  • Continuous direct observation in priority areas.
  • Continuous contribution to open-source monitoring.Key Deliverables Complete and accurate KII records submitted through the approved tools. Documented HLP cases with required supporting information and consent safeguards. Direct-observation records from assigned priority areas. Open-source monitoring inputs and items identified for verification. Regular field updates highlighting emerging trends, hotspots, constraints and protection concerns. Timely responses to data-quality queries and requests for clarification.

Duration and Location The assignment covers six months of field implementation following the inception phase. The monitor will work within the assigned governorate and monitoring area. Any movement or field activity must comply with TDA's access, security and operational procedures.

Profile Sought A university degree or diploma in social sciences, law, human rights, development studies, research, information management or a related field is preferred; equivalent demonstrated field experience may be considered.

Experience A minimum of two years of relevant experience in field research, monitoring, interviewing, community engagement or data collection. Previous experience in HLP, protection, human rights, humanitarian monitoring or comparable community-based research is highly desirable. Strong knowledge of the local context, communities and relevant access dynamics in the assigned governorate.

Required Skills Strong communication, interviewing and interpersonal skills. Ability to use smartphones, tablets and digital data-collection tools accurately. Ability to follow standardized methodologies and maintain complete records. Commitment to confidentiality, informed consent, Do No Harm and PSEA principles. Ability to work independently, coordinate regularly and meet agreed deadlines and performance targets. Language: Arabic.
