Justice Defenders, in collaboration with the International Development Law Organization (IDLE), is executing a two-year initiative titled “Enhancing access to fair trial and timely justice delivery for inmates at Jinja and Galangal prisons” under the Community Justice Program Phase II (CAP II), spanning 2025–2030. The subproject seeks to bolster the realization of fair trial rights and expedite justice delivery for detainees by mitigating legal, procedural, and institutional obstacles that lead to extended detention, with a particular emphasis on remand prisoners, women, and other marginalized groups. Justice Defenders Uganda is actively seeking highly qualified, enthusiastic, and driven professionals to fill the two available positions essential for the successful execution of this initiative. The Legal Officer will spearhead on-the-ground initiatives to dismantle legal, procedural, and systemic obstacles that contribute to excessive pretrial detention in Jinja and Galangal prisons. This position prioritizes safeguarding the rights of remand detainees by offering direct courtroom advocacy on behalf of Justice Defenders, mentoring inmates in self-representation strategies, and establishing durable frameworks for legal empowerment within the designated correctional facilities. Oversee daily operations to ensure alignment with organizational objectives, fostering an environment of efficiency and productivity. Develop and implement strategic plans that drive growth and enhance operational capabilities. Lead cross-functional teams, delegating tasks effectively while providing mentorship and support to cultivate a high-performing workforce. Monitor performance metrics to identify areas for improvement, implementing corrective actions as needed. Collaborate with senior leadership to align departmental goals with broader company initiatives, ensuring cohesive execution across all levels. Maintain compliance with industry regulations and internal policies, mitigating risks and upholding operational integrity. As the lead legal advisor, you will assume the role of primary legal counsel for Justice Defenders, delivering expert courtroom representation on behalf of eligible incarcerated individuals. Your duties will encompass all stages of legal proceedings, including trials, bail applications, and appellate hearings.
Professional Self-Representation Training: Host specialized workshops designed to empower inmates with the skills necessary for representing themselves in court, covering essential courtroom protocols, litigation processes, interrogation tactics, and effective communication strategies to boost their confidence in public speaking. Conduct rights education campaigns and disseminate accessible informational materials to enhance inmates’ comprehension of their constitutional, procedural, and trial rights. Establish and lead paralegal capacity-building initiatives by designing, implementing, and delivering specialized training programs to prison-based paralegal networks. Provide ongoing technical mentorship to networks comprising both incarcerated individuals and correctional facility staff, ensuring sustainable skill development and operational effectiveness. Provide comprehensive legal aid services, encompassing case file tracking, preparation of legal documents, file tracing, and surety tracing to expedite the approval of bail applications.
- Mediation & ADR: Lead alternative dispute resolution (ADR) processes, including victim-offender mediation and reconciliation sessions, specifically for petty offenders to support prison decongestion efforts. Provide institutional coordination by facilitating seamless case tracking and proactive collaboration among key justice system stakeholders—including police, State Attorneys, the Judiciary, and Prison administration—to identify and eliminate systemic bottlenecks efficiently. Conduct in-depth legal research to enhance clients’ cases and maintain adherence to criminal legal processes, procedural standards, and governmental regulations. Develop structured feedback and accountability frameworks that facilitate clear communication and responsibility between inmates and duty bearers, thereby minimizing case delays and enhancing the system’s responsiveness. Bachelor’s degree in Computer Science, related field, or equivalent practical experience is required. Minimum of three years of relevant work experience is necessary. Strong proficiency in data structures, algorithms, and object-oriented design is essential. Experience with distributed systems or large-scale software infrastructure is highly valued. Knowledge of at least one programming language such as Python, Java, or C++ is required. Familiarity with cloud platforms like AWS, GCP, or Azure is preferred. Excellent problem-solving, analytical, and communication skills are imperative.
