Position Description Global Solutions Ventures (GSV), a collaborative joint venture between Semite, LLC and Denis Consulting Group, is executing the Long-term Exceptional Technical Assistance Project (LEAP Global). Initially established under USAID’s framework to combat high-priority infectious diseases—including malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza—LEAP Global now operates under the U.S. Department of State (DOS) as of July 1, 2025. The project is specifically designed to tackle the intricate workforce challenges encountered by national infectious disease programs within USA-supported countries. This initiative focuses on recruiting and integrating specialized technical advisors and subject-matter experts into government agencies. By embedding these professionals directly within national programs, LEAP delivers enduring, sustainable lifesaving assistance, enabling host governments to independently oversee and administer critical components of their infectious disease management while strengthening collaboration between the U.S. Government and the host nation. About the Position The Biomedical Equipment Specialist will collaborate with the Zambia National Public Health Reference Laboratory (ZNPHRL) to execute critical humanitarian assistance initiatives in strict accordance with the directives outlined in the U.S. Presidential Executive Order (EO). The advisor’s primary responsibility will center on providing technical expertise, with a strong focus on mitigating, identifying, and addressing infectious disease threats that pose significant risks to public health. This role will entail supporting the ZNPHRL in optimizing and reinforcing systems for the maintenance and calibration of laboratory equipment. The specialist will be stationed at the Zambia National Public Health Reference Laboratory (ZNPHRL) and will operate under the supervision of the Laboratory Manager, who will serve as the onsite point of contact. Additionally, the specialist will submit regular updates to the U.S. Department of State’s (DOS) Health Coordination Offices’ Senior Public Health Advisor on a weekly and monthly basis. Work Location: Zambia Responsibilities Conduct scheduled preventive maintenance (PM) and address repair needs for laboratory equipment, including centrifuges, refrigerators, autoclaves, air conditioners, and other essential devices. Assist in the setup and relocation of laboratory equipment as needed. Verification of procured laboratory equipment, ensuring accuracy, compliance with manufacturer specifications, and adherence to industry standards. Maintain an accurate and current inventory and historical record for all laboratory equipment. Execute corrective maintenance and repairs efficiently to reduce equipment downtime. Provide calibration and certification support for laboratory equipment, with a focus on biosafety cabinets at the ZNPHRL and additional facilities within the network. Ensure that all service records are meticulously documented and systematically archived. Develop and oversee comprehensive digital equipment inventory and tracking systems to ensure accurate monitoring and management of assets. Organize and deliver continuing education programs specifically designed for biomedical engineers and technologists to enhance their professional skills and knowledge. Offer technical assistance to uphold and advance laboratory accreditation standards in alignment with ISO 15189 and ISO 17025 requirements. Offer expert technical advice regarding the coordination of equipment calibration, as well as the relocation and decommissioning processes. Assist in the development and upkeep of ZNP HI BSL3 laboratory facilities. Communications Conference calls are held regularly with stakeholders, the U.S. Embassy, and GHSD Washington to evaluate progress, facilitate discussions on ongoing activities, and resolve emerging issues. The Biomedical Equipment Specialist is responsible for offering technical guidance and participating in scheduled calls or meetings with representatives from the State Department or U.S. Embassy upon request. The specialist is responsible for generating and submitting monthly reports to the U.S. Embassy and the U.S. Department of State. REPORTING : The incumbent is responsible for compiling and submitting a comprehensive monthly report to the U.S. Department of State, with the deadline set for the 5th of each month. th The Advisor is required to submit a weekly progress report to the U.S. Embassy/Department of State every week, as well as participate in weekly calls. Each report must include a brief summary of the key achievements from that week, and all submissions are due by the first day of the following month. Qualifications Earned a Bachelor of Science degree in Biomedical Engineering or a comparable discipline. Hold a Master’s degree in biomedical sciences or a closely related discipline. Five years or more of professional experience in the field of biomedical engineering is required. Professional affiliation with the Engineering Institute of Zambia is required.
