Background
The Rule of Law project is supporting the dissemination of the culture of community-oriented policing - a police that serves the population – as per the objectives set by the Ministry of Interior and Municipalities (MoIM) and the 2018-2022 ISF Strategy.
The Project supports more than 19 pilot municipalities and 5 districts to reform their municipal police along those objectives. Given that the work of the municipal police and Internal Security Forces (ISF) complement each other on a daily basis, the Project started working with ISF Gendarmerie Stations of pilot municipalities. In the pilot municipalities of Baalbek, Antelias, Bourj El Barajneh and Tebnine the population is reportedly reluctant to visit the ISF Gendarmerie station, notably because its premises are not user friendly. In order to better address the community’s security needs and make the ISF Gendarmerie station user-friendly to the populations of Baalbek, Antelias, Bourj El Barajneh and Tebnine, the Project is working with the ISF Gendarmerie station and both districts.
The work with the ISF Gendarmerie Station of Baalbek, Antelias, Bourj El Barajneh and Tebnine, is informed by lessons learned from the existing community policing pilot of Batroun, Aley and Minieh that were previously conducted by the project as well as Ras-Beirut (Beirut), and guidelines produced by the ISF Directorate.
Therefore, the project is looking to hire an architect to redesign the current ISF station of Tebnine and to supervise the rehabilitation works of Antelias, Bourj EL barajneh, Baalback and Tebnine guaranteeing that these works accommodate and respond to the needs of the population.
Scope of Work, Responsibilities and Description of the Proposed Analytical Work
Under the guidance and supervision of the Rule of Law and Governance Chief Technical Advisor/ Project Officer, and in line with the ISF technical standards, and taking into account and complementing previous and ongoing UNDP led efforts the key responsibilities and scope of work include, but are not limited to, the following workstreams:
The consultant will supervise the implementation for the following projects: Architectural works of the ISF station in Tebnine.
The Consultant will undertake the following activities:
Coordinate with UNDP Project team to schedule meetings with the Focal Point nominated by the ISF authorities for this assignment;
Conduct site visits to Baalbek, Bourj Barajneh, Tebnine and Antelias ISF stations to oversee the implementation of the works;
Validate all interventions with the ISF’ authorities;
Provide technical support when requested.
Expected Outputs and Deliverables
The consultant is expected to complete the above tasks and activities, noting that the total duration should not exceed 8 months with 18 working days per month.
Institutional Arrangements
The consultant will work under the overall guidance of the Governance and Rule of Law Chief Technical Advisor/ Project Officer.
The title rights, copyrights and all other rights whatsoever nature in any material produced under the provisions of this TOR will be vested exclusively in UNDP. UNDP has full ownership of the activity and of its final product. Thus, any public mention (including through social media) about the activity should state clearly that ownership. In addition, any public appearance related to the activity should be coordinated and approved by UNDP.
UNDP will be responsible for providing the contractor with all necessary materials related to the project in a timely, thorough, and transparent manner. UNDP will be also responsible for providing clarifications and facilitation of work.
The consultant shall rely on his/her own means of communication and shall commute from/to place of residence to duty station at his own expense.
Duration of Work
The assigned duration for this consultancy is eight months with 18 working days per month.
The mission is expected to commence immediately and to be completed by 30 June 2027, the latest.

The assignment is based at the different ISF stations of Baalbeck, Bourj El Barajneh, Tebinie and Antelias with occasional meetings at UNDP offices if need be.
Profile
Standard Minimum Qualifications
Education: Master’s Degree in Architecture or equivalent
Experience: Minimum of 10 years of relevant professional experience in providing architectural services or relevant services
Language: Fluency in Arabic and English. Knowledge of French is a plus.
