AWARE 2.0 seeks to Enhanced the holistic stewardship of water catchments by integrating landscape conservation initiatives, with particular emphasis on sustainable agricultural practices, forest management, biodiversity preservation, water resource protection, and climate resilience strategies. The initiative operates at both national and local levels, with a primary focus on the Lower Kazue Sub-Catchment (LKSC), targeting the following areas of intervention: Enhanced the central government’s capabilities to effectively implement its mandate for integrated water catchment management, emphasizing landscape preservation and climate adaptation strategies. Enhanced the abilities of local governing bodies to effectively plan, safeguard, and maintain water catchment ecosystems sustainably, with a particular emphasis on climate adaptation strategies within the chosen landscape. Enhanced the capabilities of Water Resources Management (WRM) governance frameworks to effectively and sustainably address water resource conflicts within the LKSC region. Enhanced strategies are required for effective water catchment management, landscape restoration, landscape protection, and climate adaptation initiatives. Enhanced the availability of water resources to benefit communities within the LKSC region. The organization is currently seeking a qualified individual to fill the following role within this initiative: Local Governance Junior Advisor (Salary Band 3) – Position located in Managua REF: GIZ_AWARE LGJA As a Junior Advisor, you will assist the designated manager in executing an online training program tailored for local authorities and district personnel within the AWARE 2.0 project region. Your responsibilities will involve supporting initiatives that enhance the capabilities of decentralized authorities to effectively plan, safeguard, and sustainably manage water catchment ecosystems, with a particular emphasis on climate adaptation in the designated landscape. Main Tasks and Responsibilities Facilitate the concluding phases of the developmental journey for five e-learning programs tailored to local and district authorities. Facilitate the seamless collaboration between content providers, online developers, and the e-learning platform provider throughout the course development lifecycle. Facilitate the implementation of training programs for district and local authorities across 10 districts, while assisting with the deployment of hybrid online training sessions. Contribute to the development and strategic promotion of the digital training portfolio for partners. Facilitate the establishment of a stable, long-term institutional framework to anchor and host the training programs. Offer assistance to distributed coordination frameworks aimed at enhancing integrated water catchment management and landscape conservation efforts. Deliver comprehensive assistance to all initiatives aimed at enhancing capacity throughout the duration of the project. Offer comprehensive assistance in the administration and coordination of project activities to ensure successful project execution. Qualifications and Requirements A bachelor’s degree or higher in Development Studies, Geography, Urban and Regional Planning, Environmental Management, Environmental Science, or a closely related discipline is required. Applicants must ensure that their academic certificates are authenticated by the Zambia Qualifications Authority (ZARA). Professional Experience Minimum of two years of professional experience in local governance, decentralization, public administration, natural resource management, or related local government functions is required. Proven track record in collaborating with district and/or local government agencies, coupled with a solid comprehension of decentralized governance frameworks. Proven track record in facilitating or organizing collaborative efforts involving multiple stakeholders, including workshops, consultations, and capacity-building initiatives. A strong asset would be experienced with decentralized planning, coordination, and financing mechanisms. Proficiency in climate resilience, integrated water resources management, or environmental management is highly desirable. Proficiency in collaborating within an international organization is highly beneficial. Additional Expertise and Supplementary Skills Self-motivated and proactive.
