In line with this mission, NORCAP is partnering with the Alliance of Ukrainian Civil Society Organisations (CSOs), hosted by NRC Ukraine, to strengthen locally led approaches to funding and resource mobilisation. The Alliance brings together Ukrainian CSOs to advance localisation by increasing their access to funding, influence, and decision-making within humanitarian and recovery responses. This role is central to advancing NORCAP’s commitment to localisation by strengthening how funding is mobilised, governed, and accessed by national actors.

The Role

The Locally Led Funding Adviser will lead efforts to develop a more coordinated and effective ecosystem for locally led resource mobilisation in Ukraine. This includes establishing and facilitating a Community of Practice and a multi-stakeholder Working Group to improve collaboration, knowledge-sharing, and alignment across funding actors. Success in the role means stronger coordination, practical tools and policy guidance, and increased access to diverse funding streams for Ukrainian civil society organisations.

The role is based in Kyiv, Ukraine, with travel as required. The contract will start as soon as possible and runs until 31 December 2026, with the possibility of extension subject to funding, performance, and partner needs. The role reports to the Director of the Alliance of Ukrainian CSOs.

As the Locally Led Funding Adviser, you will take on the following responsibilities:

Compliance with all NRC, NORCAP and host agencies policies, procedures, and branding. Proactively contribute to effective and well-functioning team(s) that delivers collectively and according to plans. Accountable for delivering results within relevant thematic area and projects in accordance with relevant strategic plans, grant agreements, result frameworks and budgets. Responsible for developing and implementing strategic plan for the relevant thematic area. Represent the project in relevant fora and vis-à-vis international, regional and national donors, partners and stakeholders. Working with the Project and/or Thematic Manager and fundraising team, support fundraising initiatives to deliver on the thematic programme strategy including donor engagement and development of donor proposals. Contribute to content to donor reports, in close collaboration with Project and Thematic Managers.

Specific responsibilities:

1. Funding Attraction & Resource Mobilisation Design and operationalise a multi-stakeholder coordination framework for locally led resource mobilisation and funding attraction. Map roles, responsibilities, and decision-making pathways for fund governance.

2. Stakeholder Facilitation & Engagement Organise and facilitate meetings, workshops, and dialogues across stakeholders (CSOs, donors, INGOs, private sector, government). Foster trust, collaboration, and consensus on fund design, regranting principles, and accountability.

3. Ecosystem Mapping & Analysis Map funding opportunities and existing resource mobilisation initiatives in Ukraine; track their evolution, funding streams, and impact. Onboard key initiatives into the Community of Practice for cross-learning and coordination. Maintain a dynamic database of stakeholders, funds, and funding opportunities.

4. Knowledge Management & Policy Development Synthesise lessons learned and best practices into practical guidelines for funding attraction, resource mobilisation, governance, and risk management. Develop evidence-based policy recommendations to advance locally led funding models. Curate resources and tools for the CoP and Working Group.

5. Capacity Strengthening Facilitate peer learning and skill-building on funding attraction, resource mobilisation, and adaptive leadership. Support stakeholders in aligning pooled funds with localization commitments.

Profile recherché

To excel in this role, candidates should possess the following qualifications and skills:

Expérience Master’s degree in a relevant field or equivalent experience. At least 7 years’ experience in humanitarian, development, or peacebuilding contexts, with a focus on localisation, funding, or resource mobilisation. Proven experience in multi-stakeholder facilitation, policy development, and partnership building. Strong knowledge of donor funding mechanisms, grant management, and resource mobilisation strategies. Demonstrated understanding of the Ukrainian context.
