UNICEF is seeking a Consultancy Consultant for technical assistance to strengthen child-sensitive public finance in Togo. The role involves supporting social ministries in integrating child-sensitive budgeting and improving the quality of key budget documents for the 2027 finance law. The consultant will analyze bottlenecks in public finance management and assist in the development of multi-year expenditure programming documents. This position is based in Lome for a duration of 10 months. Master's degree in public finance, economics, or related fields At least 10 years of experience in public finance 5 years of expertise in program budgeting and budget reform in Togo Experience with the Directorate General of Budget and Finance is a plus Skills in formulating budget programs and defining performance frameworks Excellent analytical, organizational, and communication skills Fluency in French and good knowledge of English
