Intalma AB recrute un consultant national pour une mission d'assistance technique auprès de la Direction Générale du Budget et des Finances (DGBF) au Togo. Ce poste, basé à Lomé, s'inscrit dans une durée de 10 mois et vise à renforcer les finances publiques sensibles aux enfants dans le pays.

Le consultant apportera un appui technique aux ministères sociaux pour intégrer la budgétisation sensible aux enfants et améliorer la qualité des documents budgétaires clés pour la loi de finances 2027. Il analysera les goulots d'étranglement dans la gestion des finances publiques et contribuera à l'élaboration de documents de programmation des dépenses pluriannuelles.

Le candidat idéal doit posséder un Master en finances publiques, en économie ou dans un domaine connexe, ainsi qu'au moins 10 ans d'expérience en finances publiques. Une expertise de 5 ans en budgétisation par programme et en réforme budgétaire au Togo est requise. Une expérience avec la Direction Générale du Budget et des Finances est un atout. Le consultant devra maîtriser la formulation de programmes budgétaires et la définition de cadres de performance, et faire preuve d'excellentes compétences analytiques, organisationnelles et de communication. La maîtrise du français est indispensable, et une bonne connaissance de l'anglais est souhaitée.
