The STA, HMIS and Digital Health Delivers high-level strategic guidance alongside technical and operational expertise, steering the organization toward its objectives with visionary leadership. Ministry of Health (Mainland Tanzania and Zanzibar) and the The Prime Minister’s Office, specifically the Regional Administration and Local Government (MORAL), is responsible for overseeing and implementing policies related to regional governance and local administration across the country. This office plays a pivotal role in coordinating with regional and district authorities to ensure the effective delivery of public services and the execution of government programs at the grassroots level. It is tasked with strengthening institutional capacity, promoting decentralization, and fostering sustainable development in collaboration with local governments and stakeholders. The STA plays a crucial role in designing, implementing, integrating, and optimizing national digital health and supply chain information systems. Through these efforts, the position enhances the digital health ecosystem by elevating interoperability, data quality, system performance, and real-time access to health information—ultimately supporting evidence-based planning, policy development, service delivery, and resource allocation. The Senior Technical Advisor, HIS is responsible for spearheading the development, refinement, and seamless integration of critical national digital platforms, including the Health Information Exchange (HIE) , Health Data Universe (HDU) Electronic Medical Records (EMRs) ZanEMR GoTHOMIS , Afya eHMIS, the Unified Community System (UCS) The incumbent will oversee the electronic Logistics Management Information Systems (Ellis), spearheading Tanzania’s health supply chain modernization through digital transformation. This position is pivotal in enhancing the integration and efficiency of supply chain information systems, ensuring comprehensive visibility of commodities from procurement to delivery. Responsibilities include advancing inventory management practices, refining forecasting and quantification models, streamlining order processing, tracking distribution in real time, and strengthening reporting mechanisms to drive data-driven decision-making. Accountabilities: Technical Requirements: Demonstrates sound judgment in independently selecting appropriate methods, techniques, and assessment criteria to derive effective solutions, requiring minimal oversight. Delivers strategic guidance to senior technical leadership regarding national guidelines and normative policies within areas of specialized expertise.
Responsabilités
- Performs other duties as assigned. Project Implementation, Monitoring and Evaluation: Delivers technical support for deploying current health information systems and supply chain digital platforms, pinpointing inefficiencies, assessing integration prospects, and crafting durable, scalable solutions to enhance operational performance.
- Collaborates with supply chain stakeholders to collect and document system requirements, ensuring they effectively guide the design, enhancement, and interoperability of national digital health solutions. Offers systems and advisory assistance to supply chain stakeholders, enhancing the management of health commodities, data, reporting, and real-time data accessibility at both point-of-care and decision-making levels. Coordinates with supply chain stakeholders to ensure HIS initiatives are aligned with national health strategies, facilitates interoperability across systems, and establishes clear protocols for health commodities data-sharing and governance standards. Ensures robust quality assurance throughout system development, customization, and integration efforts by meticulously evaluating technical designs, APIs, and database architectures, as well as executing thorough User Acceptance Testing (UAT) for newly deployed modules or system upgrades. Provides assistance throughout the development, evaluation, assessment, and implementation phases of digital health solutions. Delivers expert technical troubleshooting and resolves issues related to data flow, performance optimization, and system integration challenges. Supports capacity-building initiatives through the creation and delivery of training programs, mentorship opportunities, and accessible documentation, thereby enhancing the proficiency of national and subnational health workforce personnel in utilizing digital health platforms effectively. Advises on and supports enhancements to IT infrastructure for health information systems, encompassing disaster recovery planning, robust backup solutions, and scalable architectures to accommodate growing data demands. Compiles comprehensive technical documentation, detailed progress reports, and concise summaries focused on MIS and digital health initiatives. Develops dashboards and advanced analytics tools to enhance data-driven decision-making across health programs and service delivery initiatives. Facilitates change management and digital adoption efforts to enhance user engagement, awareness, and confidence in newly implemented or upgraded health information systems. Business Development and Client/Funder Support: Prepares and assists in drafting proposals related to MIS (Management Information Systems) and Digital Health initiatives, ensuring alignment with project objectives and stakeholder requirements. Devises comprehensive technical proposals, allocates budgets, and formulates detailed work plans specifically focused on Management Information Systems (MIS) and Digital support initiatives. Applied Knowledge & Skills: Proven capability to oversee projects, establish achievable priorities, and strategically plan for the effective execution of initiatives. Demonstrates comprehensive expertise in the specified functional domain, coupled with a strong understanding of interrelated organizational areas, ensuring alignment and informed decision-making across the business. Demonstrates a solid grasp of the organization’s framework, including its structure, operational policies, and procedural norms, and comprehends how these elements influence their specific role and responsibilities.
Strong diagnostic, analytical and problem-solving skills. Demonstrates strong interpersonal aptitude to effectively convey insights, articulate actionable proposals, and foster collaborative partnerships across internal teams and external stakeholders. Strong negotiation abilities are essential, along with the capacity to identify and establish mutually beneficial agreements.
- Collaborators and associates within the supply chain network. Supervision Given/Received: Experienced professionals will provide guidance and oversight to junior team members, fostering the enhancement of their technical skills and overall effectiveness. The incumbent will report administratively to the Director of Strategic Information and operationally to the Associate Director of Supply Chain Management. Education: A Bachelor’s degree in Computer Science, Information Technology (IT), Health Informatics, Data Science, or a closely related field is required. A master’s degree in data science, Public Health, Information Systems, Computer Science, or a closely related field is highly desirable. Experience: A minimum of 12 years of hands-on experience in the development, deployment, and administration of health and supply chain information systems—such as community-level systems, electronic medical records/electronic health records (EMR/EHR), health information exchanges, and warehouse management systems (WMS)—within the public health sector is required. Demonstrates a strong command of data analytics principles and visualization methodologies, along with proficiency in relevant tools and technologies. A solid grasp of interoperability standards, data governance frameworks, and data privacy and security protocols within healthcare systems is required. Seasoned professionals with deep expertise in the Software Development Life Cycle (SDLC) and Agile frameworks are sought for designing, deploying, and maintaining Management Information Systems (MIS). Exceptional stakeholder engagement and partnership management skills are demonstrated through a proven ability to effectively liaise with government entities, donors, and implementing partners. A highly driven professional excels in strategic planning, innovative problem-solving, and thrives in fast-paced, evolving settings.
