Description Purpose of Role CLIFF’s WASH portfolio is a cornerstone of its mission to enhance child survival, nutrition, education outcomes, and climate resilience by ensuring universal access to safely managed, climate-resilient water, sanitation, and hygiene services. In the capacity of Senior Manager, WASH, you will oversee the execution of CLIFF’s Zambia WASH portfolio, offering strategic direction, technical guidance, and operational leadership for key rural and institutional WASH initiatives. Your responsibilities will include translating committed financing from Government and partners into tangible, measurable outcomes for children. This multifaceted role encompasses program leadership, infrastructure development, government collaboration, resource mobilization, and capacity strengthening within systems. This position carries substantial accountability, overseeing CLIFF WASH investments in Zambia, which total approximately US$25 million. Your Key Responsibilities CLIFF’s Zambia WASH portfolio will be strategically led by the successful candidate, who will ensure alignment with the Africa WASH Mission and CLIFF’s corporate objectives. Responsibilities include overseeing the design, appraisal, implementation, adaptive management, and closure of WASH investments, as well as cultivating and managing a robust pipeline of high-caliber investment opportunities. Provide leadership for the implementation of climate-resilient, solar-powered groundwater systems tailored for rural communities, schools, and health facilities, overseeing all stages from initial feasibility assessments through commissioning and final handover, with a focus on ensuring that investments meet predetermined objectives related to beneficiary reach, educational and healthcare infrastructure, operational functionality, long-term sustainability, and cost-effectiveness. Act as CLIFF’s primary WASH liaison in Zambia, cultivating strong partnerships with high-level government representatives, utility providers, regulatory bodies, donors, and development collaborators, with particular focus on ministries overseeing Water, Finance, Health, Education, and Local Government. The incumbent will assist the Government of Zambia in expediting the execution of committed WASH financing initiatives, pinpointing obstacles impeding progress in government and multilateral development bank-funded programs, and contributing to the formulation of viable WASH investment pipelines. Additionally, the role involves bolstering Zambia’s country-led WASH coordination mechanism, with a specific focus on facilitating the mobilization of climate finance resources. Robust monitoring systems must be established across all investments to ensure rigorous oversight. Independent verification of outputs and outcomes should be supported to uphold accountability and transparency. Lessons learned from implementation should be actively incorporated to enhance program quality and effectiveness. Additionally, these efforts should contribute to CLIFF’s thought leadership in climate-resilient WASH and innovative financing. Requirements You are expected to showcase the ability to: Senior WASH program leadership in low- and middle-income countries—demonstrated expertise in directing multifaceted, large-scale WASH or water infrastructure initiatives from initial design to successful implementation and project completion. Experienced in rural water infrastructure, with practical knowledge in managing groundwater development initiatives, implementing solar-powered water systems, or overseeing engineering design processes, along with other relevant rural service delivery methods. Proven expertise in collaborating with government entities and enhancing systems—capable of operating seamlessly within government frameworks, public sector organizations, and national WASH delivery platforms. Senior stakeholder engagement and influence—proven capability to collaborate effectively with high-level government representatives, donors, and multilateral or bilateral organizations to secure co-financing or additional investment. Professional experience in programs funded by multilateral development banks, such as the World Bank, the African Development Bank (AFDB), or similar institutions, is required. Demonstrated expertise in assisting climate adaptation projects or facilitating the allocation of climate finance is required. Developed or implemented innovative or blended financing solutions. At the program level, this role is responsible for overseeing the design and management of Monitoring, Evaluation, and Learning (MEL) frameworks, ensuring alignment with strategic objectives and delivering measurable results. You uphold communication with honesty and transparency, ensuring information is conveyed clearly while providing candid feedback. Additionally, you foster genuine interactions with partners and colleagues to build trust and collaboration. You demonstrate a strategic mindset, adeptly aligning long-term objectives with day-to-day execution while confidently steering through complexity and uncertainty with strong decision-making skills. You excel at cultivating and sustaining high-impact external partnerships, demonstrating a strong aptitude for collaboration and relationship management. With exceptional interpersonal skills and the ability to inspire collective action, you effectively unite stakeholders around common objectives.
