The Opportunity We are seeking a driven and proactive Monitoring, Evaluation, and Learning (MEL) professional to spearhead the execution of MEL activities within PEAS Zambia’s Eastern Province portfolio, reporting to the Senior MEL Officer. The ideal candidate will oversee the timely collection, quality assurance, analysis, and reporting of data; maintain established data spreadsheets, dashboards, and platforms; and facilitate learning and research initiatives within the Eastern Province program. Collaboration with Zambia and Global MEL colleagues, program teams, government stakeholders, and external researchers and evaluators will be essential to ensure that evidence is accurate, timely, and utilized to enhance program delivery. We seek an individual who effectively balances strong technical MEL expertise with exceptional relationship management capabilities. The successful applicant will have proven experience handling large datasets, designing digital data collection tools, performing analytical tasks, producing high-quality reports, and converting evidence into practical, actionable recommendations. Develop and implement digital surveys utilizing Comm Care and KoboToolbox to enhance and optimize data collection processes across the organization. Develop, construct, and oversee Power BI dashboards tailored for operations and programs, enabling the extraction of valuable insights to facilitate informed programmatic and strategic decisions. Assist in the creation and ongoing management of MEAL frameworks, indicators, and tools that are fully aligned with both project objectives and donor stipulations for programs and operational activities. Evaluate both qualitative and quantitative data to measure program effectiveness and results, while driving ongoing enhancements. Perform internal assessments at baseline, midline, and Edline stages, and systematically record lessons learned to enhance adaptive programming efforts. Revise data cleaning procedures to maintain consistency and enforce adherence to data security and quality standards. Foster a data-informed organizational mindset by embedding Monitoring, Evaluation, and Learning (MEL) practices into strategic planning, execution phases, and performance assessments to enhance evidence-based decision-making. Collaborate effectively with the PEAS Global MEL team and external researchers and evaluators to design and execute program evaluations and research initiatives, overseeing tasks such as tool review, securing permissions and ethical clearances, sampling, coordinating fieldwork, ensuring data quality, providing data, and following up on findings. Provide training to personnel and field teams on MEL tools, data collection methodologies, and analytical approaches to enhance the organization’s monitoring, evaluation, and learning (MEL) capabilities. Conduct interactive learning sessions and data review meetings to convert insights into strategic program enhancements. Prepare performance and evaluation reports according to established cycles, ensuring the delivery of precise data, analysis, and narrative contributions for donor reports as needed. Adhere to reporting deadlines and comply with agreed-upon indicator definitions throughout the process. Essential Criteria A minimum of a bachelor’s degree is required, preferably in Monitoring and Evaluation, Statistics, Data Science, Mathematics, Economics, or a closely related field with a strong emphasis on quantitative analysis or research. Candidates holding a bachelor’s degree in a different discipline must possess either a relevant postgraduate qualification or a professional certificate in Monitoring and Evaluation, Statistics, Data Analysis, Data Science, Research Methods, or a related quantitative discipline. Minimum of three years’ professional experience in roles pertaining to monitoring, evaluation, research, or learning is required. Proven track record in gathering, refining, cleansing, validating, and administering both quantitative and qualitative datasets, with explicit accountability for maintaining data integrity. Proficient in advanced Excel functionalities, encompassing formula-driven analysis, data cleansing, validation, reconciliation, and the management of extensive datasets. Proven expertise in analyzing both quantitative and qualitative data to address monitoring, research, or evaluation questions, encompassing the selection of suitable methodologies, interpretation of findings and limitations, and articulation of results into concise conclusions and practical recommendations.
