Localisation
To lead the humanitarian programmatic and partnership aspects of CAFODâs involvement in DRC, in line with the agreed strategy. CAFODâs programme work is underpinned by an Integral Ecology Programme Model, in which Programme Strategies are developed with partners to address the causes and symptoms of poverty, inequality and environmental degradation.
The scope of the post falls into the following functions:
Lead and manage the humanitarian programme portfolio
Overseeing effective relationships with partners
Financial and funding management

Thematic Focus: Complements partnersâ thematic understanding on anticipatory action, humanitarian preparedness and response, including cash and protection, contributing to the development of relevant interventions that bring about positive change, offering guidance to the programmes team.
Formation / DiplĂŽmes
The post-holder will be responsible for building effective working relationships with peers in the International Programmes Group. This role will also need to work closely with other teams across CAFOD including: Programme Quality and Capacity Strengthening Team, Emergency Response and Support Team, Advocacy, Communications & Education Group, and Finance teams.
The post holder will be expected to undertake frequent travel (up to 12 weeks per year) connected with the management of the programme portfolio, and the achievement of strategic objectives. They could also be expected to deputise for the Deputy Country Representative.
Job-specific competencies
Expérience
Understanding and first-hand experience of institutional funding work/projects, priorities, trends and donor conditions; track record of successful fundraising and implementation of donor-funded work, including ECHO and Start Fund.
Experience using programme cycle management tools effectively to develop and deliver work within an agreed programme framework, including programme integration;
Able and committed to facilitate or support the development of partnersâ capacities;
Financial management understanding and experience;
Ability and willingness to travel for approximately 12 weeks per year, sometimes at short notice and to areas of potential risk
Fluent English and French;
Experience, knowledge and understanding of cash programming, protection, anticipatory action, humanitarian preparedness and response. Expertise in one of these areas.
Understanding of key humanitarian trends and previous experience on humanitarian work at a senior level.
