Background The World Health Organization (WHO) is dedicated to enhancing health financing mechanisms to improve health outcomes and ensure financial protection for populations globally. To support this mission, the Health Financing and Investment Team is seeking a qualified consultant to provide regional technical guidance for sustainably expanding Health insurance coverage in the African Region. The consultant will produce a normative guidance on budget impact analysis to guide benefit packages design and/or review. This will include practical guidance to countries in conducting comprehensive process and impact analysis of their health insurances reforms related to integration of new services in the benefit packages. This role involves methodology development and testing with data in a country context. The consultant's work will contribute to the strategic planning and implementation of effective health financing policies. 2. Deliverables Tasks to be performed by consultant Develop a Budget Impact Analysis Framework for integrating new services into health insurance schemes and principles for extending coverage to the poor and vulnerable:

  • Evaluate current health benefit packages.
  • Develop a comprehensive framework for budget impact analysis.
  • Develop criteria for the inclusion of new services in health benefit packages.
  • Provide technical guidelines for implementing budget impact models.
  • Assess the financial implications of expanding covered health services.
  • Conduct a mapping of countries in Africa where health insurance schemes and or Essential packages of services include HIV, TB and Malaria services
  • Provide guidance on key considerations for extending coverage to poor and vulnerable populations and what targeting mechanisms need to be considered Prepare 2 Peer reviewed articles ready for publication: one on the inclusion of HIV, TB and Malaria in health packages across the AFRO region and another one on the Budget Impact analysis tool applied to country data. Deliverable: Budget Impact Analysis tool and users' guidelines for benefit package design/review and Principles for extending coverage to the poor and vulnerable Two peer reviewed articles submitted to publication 3. Qualifications, experience, skills and languages Educational Qualifications 1. Education Essential: First university degree in Public Health, Health Economics, or related field. Specialized training in health financing and health systems analysis. Desirable : Advanced university degree/qualification Public Health, Health Economics, or related field. 2. Experience Essential At least five years of experience in health financing and health systems analysis. Proven track record in conducting budget impact analysis and evaluating health insurance schemes. Experience in developing and testing methodologies in a country-specific context., Desirable : Experience or sound understanding health economics and financing. Experience in data analysis skills, capacity-building experience, and a track record of research and publications. Regional experience in the African context, excellent communication skills, and multilingual abilities are also highly desirable. Skills/Knowledge Demonstrated knowledge of health planning principles and methods, with proven ability to assess health plans and their impact in resource limited countries. Ability to summarize technical analyses in clear and accurate reports. Excellent communication and presentation skills and ability to write and produce technical documents in a clear and concise manner based on the views of multiple stakeholders and partners. Proven interpersonal skills with ability to promote consensus, communicate progress and results, and resolve issues in a proactive manner, while ensuring effective work practices and ethics. Diplomacy, tact, and courtesy. Languages and level required Essential: Expert knowledge of English. Desirable: Intermediate knowledge of French and/or Portuguese. 4. Technical Supervision Under the overall supervision of the Health Financing and Governance Team Lead, the consultant will work in close collaboration with HFG colleagues and other teams as necessary. 5. Location Off-site (Home based) 6. Travel The consultant is not expected to travel. 7. Remuneration Band level B USD 8,000 per month. 8. Expected duration of contract Three (3) months. 9.
