UNICEF is seeking a highly skilled consultant to provide expert technical assistance to the National Council for Persons with Disabilities (NCPD) in enhancing disability mainstreaming within Rwanda’s national and local government planning and budgeting frameworks. The consultant will collaborate closely with key institutions, including NCPD, the Ministry of National Unity and Civic Engagement (SINALOA), the Ministry of Finance and Economic Planning (MINEFI), and other stakeholders, to strengthen disability inclusion through improved planning, budgeting, and monitoring mechanisms. Responsibilities include refining sectoral and district plans to ensure disability integration, supporting capacity-building initiatives, and facilitating quality assurance processes to embed disability considerations in government priorities and resource allocation. Additionally, the consultant will lead advocacy efforts to bolster institutional commitment and accountability for disability inclusion, while contributing to critical analytical and system-strengthening initiatives. These include mapping disability indicators across government information systems, conducting participatory capacity assessments of service providers, developing disability management information and referral systems, and analyzing the cost implications of disability support services. The role will also involve supporting coordination mechanisms and evidence-based decision-making to advance inclusive governance and service delivery in Rwanda. Qualified candidates must hold a Master’s degree in Social Policy, Public Policy, Development Studies, Economics, or a related discipline, complemented by at least five years of progressive experience in disability inclusion, government planning and budgeting, public financial management, monitoring and evaluation, institutional capacity building, and multistakeholder coordination in decentralized governance contexts. Fluency in English and Kinyarwanda is mandatory, with proficiency in French considered advantageous. Candidates should demonstrate strong analytical, facilitation, and report-writing skills, with a proven ability to develop and review disability inclusion tools, support monitoring efforts, and engage effectively with stakeholders at all levels.
