We are seeking qualified candidates to apply for the position of Consultant (Job No: 594925) based in Kigali, Rwanda, for a five-month assignment. This office-based role involves providing specialized technical assistance to the National Council for Persons with Disabilities (NCPD) to enhance disability inclusion within Rwanda’s national and local government planning and budgeting frameworks. The consultant will collaborate closely with NCPD, the Ministry of Local Government (SINALOA), the Ministry of Finance and Economic Planning (MINEFI), and other key stakeholders to strengthen planning, budgeting, and monitoring mechanisms, assess the integration of disability considerations in sectoral and district plans, and advocate for sustained prioritization of disability inclusion in resource allocation. The assignment will also support institutional capacity development, stakeholder consultations, quality assurance processes, and coordination efforts to foster greater accountability for disability-inclusive governance. In addition, the consultant will contribute to critical analytical initiatives, including mapping disability indicators across government information systems, conducting participatory capacity assessments of disability service providers, developing disability management information and referral systems, and analyzing the cost of disability services. These efforts aim to build a robust evidence base and institutional systems that advance disability-inclusive policy and service delivery in Rwanda. Applicants must hold a Master’s degree in Social Policy, Public Policy, Development Studies, Economics, or a related discipline, and possess at least five years of relevant experience in disability inclusion, government planning and budgeting, public financial management, monitoring and evaluation, institutional capacity building, and multi-stakeholder coordination within decentralized governance settings. Fluency in English and Kinyarwanda is required, with French proficiency considered an advantage. Strong analytical, capacity-building, facilitation, and report-writing skills are essential. Desirable competencies include experience in developing and reviewing disability inclusion tools for planning and budgeting, monitoring sectoral and district plans for mainstreaming, supporting institutional capacity building, facilitating planning consultations, and advocating for disability inclusion in policy processes. The role also involves contributing to assignments such as mapping disability indicators in government systems, conducting participatory capacity assessments, developing disability management information systems and referral mechanisms, and analyzing the cost of disability services.
