Reporting Line HEAD OF TECHNOLOGY INFRASTRUCTURE Location Tanzania Head Office Department DEPARTMENT OF ICT Number of openings 1 Job Purpose Oversees the comprehensive operational management and governance of the Bank’s Core network infrastructure, encompassing domestic and international sites, Data Centers, and all technology platforms that form the core network environment and its integration with third parties. Ensures network availability, performance, and security while managing governance and driving technology evolution. Principle Responsibilities Oversee the operational management of the Core network domain, ensuring the continuous performance, availability, and health of network infrastructure across all Data Center locations while adhering to formal Service Level Agreement (SLA) targets and management directives. The Core Network infrastructure roadmap must be developed and maintained in strict alignment with the Bank’s overarching business objectives, digital transformation initiatives, growth projections, technological advancements, and all pertinent regulatory mandates. Maintain architectural standards and serve as the design authority for the core network infrastructure, encompassing integrations and connectivity to LAN, WAN, SD-WAN, data center networking, internet gateways, and international connections. Oversee and enhance the core network infrastructures to guarantee robust inter-data center connectivity, effective segmentation, and adherence to disaster recovery protocols. Oversee all international and cross-border circuits, ensuring robust carrier relationships, rigorous performance benchmarking, adherence to regulatory compliance standards, and seamless failover capabilities for subsidiary and partner connectivity. Lead the development and governance of network security strategies in partnership with the Cybersecurity team, overseeing the deployment of controls, as well as threat detection and prevention measures. Oversee the lifecycle management of Core network infrastructure spanning Data Center sites, encompassing standardized deployment, continuous monitoring, and strategic planning for refresh and upgrade initiatives. Oversee relationships with all core network vendors, handling contract negotiations, conducting performance reviews, enforcing SLAs, and managing technology refresh agreements. Ensure the organization’s network infrastructure fully complies with all relevant regulatory mandates, encompassing Internal Risk & Compliance, Cybersecurity, Internal Audit, SWIFT standards, PCI DSS, Central Bank ICT governance directives, and data residency obligations. Lead, mentor, and expand the network operations team by implementing robust talent management strategies, conducting comprehensive performance evaluations, designing targeted training initiatives, and establishing a clear succession planning framework. Oversee the annual planning, project scope definition, procurement management, and value assurance processes for the Core network infrastructure budget, encompassing both capital expenditures (CAPEX) and operational expenditures (OPEX).
