JOB OPPORTUNITY: ADVOCACY & COMMUNICATIONS MANAGER (INT11736) Serving as the strategic lead for advocacy initiatives and communications efforts, this role involves developing and executing campaigns that amplify organizational messages, engage key stakeholders, and drive policy influence. The position requires a minimum of five years of progressive experience in advocacy, communications, or a related field, along with a proven track record in designing impactful campaigns, managing media relations, and producing high-quality content. Proficiency in digital advocacy tools, social media strategy, and stakeholder engagement is essential, as is the ability to analyze data and measure campaign effectiveness. Strong project management skills, exceptional writing and editing abilities, and a collaborative approach are also critical. The successful candidate will oversee a team of communications professionals, coordinate with cross-functional departments, and represent the organization in external forums to advance its mission and strategic priorities. Job Summary: The Advocacy and Communications Manager offers strategic direction and oversight for Oxfam’s advocacy, campaigns, communications, and public positioning throughout the Southern Africa (SAF) Cluster. This position ensures that program insights, policy objectives, and partner perspectives are seamlessly integrated into cohesive narratives, targeted influencing strategies, and compelling public engagement efforts. Under the strategic guidance of the Program and Influencing Lead, this role is tasked with defining Oxfam’s regional external identity, enhancing its visibility and credibility, and aligning advocacy and communications functions with the SAF Strategy (2026–2030). The position is pivotal in driving Oxfam’s systems-change goals by embedding thematic priorities, partner-led strategies, and evidence-backed messaging into cohesive advocacy and communications initiatives. communications strategies. EXPERIENCE

, KNOWLEDGE & COMPETENCIES: Essential A master’s degree in Public Policy, Strategic Communication, Media Studies, International Human Rights, International Affairs, or a closely related discipline is required. Minimum 6 to 8 years of relevant professional experience in advocacy, communications, campaigns, or influencing positions is required. Highly proficient in designing and executing strategic communications and influencing campaigns, with a minimum of three years of experience in team leadership or management positions. Proven technical proficiency combined with a capacity to align program design with advocacy and policy initiatives. Demonstrated expertise in leading teams and collaborating across diverse, multi-country or multi-stakeholder settings. Effective communication, analytical thinking, and sound decision-making abilities are essential for this role. Candidates must demonstrate proficiency in cultivating robust, trustworthy relationships with both internal stakeholders and external partners and organizations. Demonstrates exceptional proficiency in both written and spoken English, coupled with a compelling ability to influence and persuade others effectively. A demonstrated capacity for self-awareness, sustained personal energy, physical stamina, and adaptability to dynamic situations. Demonstrated ability to collaborate effectively within a team environment and foster productive relationships with colleagues across various departments. Dedication to upholding Oxfam’s safeguarding policies is essential to guarantee the safety and protection of all individuals interacting with the organization. Desirable Demonstrated dedication to Oxfam’s core mission and guiding principles, along with a proven track record in championing gender equality, fostering diversity, and advancing the rights of marginalized communities across all organizational functions. Capable of and committed to frequent travel, including last-minute arrangements, both within the local area and across the region. Highly proficient in both written and verbal English, with a strong preference for fluency in Portuguese as well.
