A. Introduction Pact is an International NGO with offices around the world. Its mission is to enable systematic solutions that empower people who are poor and marginalized to earn a dignified living, be healthy and benefit from the natural resources around them. Pact achieves this by strengthening local capacity, fostering effective governance systems and transforming markets into a force for development. The ACHIEVE project is an eight year (2019–2027) global project funded by the U.S. Department of State (DoS) that supports countries to achieve and sustain HIV epidemic control among pregnant and breastfeeding women, adolescents, infants, and children. Led by Pact, ACHIEVE works with governments, civil society organizations, and other partners to deliver integrated, person-centered HIV, maternal, newborn and child health (MNCH), and related health services across multiple countries, including Liberia. The goal of ACHIEVE Liberia is to support Liberia’s Ministry of Health (MoH) to improve MNCH outcomes and increase the availability of, and access to critical lifesaving MNCH services. ACHIEVE Liberia has the following four objectives: As part of project activities, the Pact ACHIEVE Project requires the purchase of Printing Services for training and job aide for E-Motive PPH. The purpose of this RFQ is to solicit quotations for these services. B. Requirement/ Technical Specifications The table below contains the list of services under RFQ. Offerors are requested to provide quotations containing the information below on official letterhead or official quotation format. Eligibility To be considered for award, Offerors must be legally registered and currently operating in the Republic of Liberia. The quotation must include all of the following information: Demonstrated ability to meet or exceed the requirements/technical specifications outlined in Section B; Demonstrated ability to deliver the deliver the goods or perform the services specified in Section B no later than the required delivery/performance date(s). D. Submission Instructions The following information to be included by Offeror in quotation: I. A completed copy of the cover sheet (Attachment 1) II. Price quotation for each item or service in USD III. Validity period of offer (at least 30 days) IV. Payment terms (Pact prefers Net 30 days) V. Delivery timeframe after purchase order issuance VI. Quotation submitted on official company letterhead with authorized signature VII. Technical specifications demonstrating compliance with Section C. VIII. Evaluation Criteria Pact will award a contract resulting from this solicitation to the responsible Offeror(s) whose quotation is responsive to the requirements of this RFQ and represents the best value to Pact, based on the evaluation method selected below Lowest Price Technically Acceptable Under the Lowest Price Technically Acceptable method, quotations will be evaluated for technical acceptability to ensure they meet the minimum requirements and technical specifications outlined in this RFQ. Among the quotations determined to be technically acceptable, the contract will be awarded to the responsible Offeror submitting the lowest evaluated price. Technical acceptability will be determined based on: Legal Eligibility: Sharing of Business registration, Tax Clearance, any applicable industry certification 10 points Sample: Compliance with the technical specifications and requirements: 40 points Ability to meet the delivery/performance schedule 20 Points Completeness of the quotation submission 10 points Price: Pact will evaluate the reasonableness and competitiveness of the quoted price, including all applicable costs 20 points Pact may award a higher-priced offer if it is determined that the technical advantages and overall value justify the additional cost . Unique Entity Identifier (UEI): Companies or organizations, whether for-profit or non-profit, may be required to provide a Unique Entity Identifier (UEI) if selected to receive an award in response to this RFQ valued at USD $30,000 or greater (or equivalent in other currency). If the Offeror does not have a UEI and is unable to obtain one before the submission deadline, the Offeror should include a statement indicating their intention to register in SAM.gov and obtain a UEI if selected for award or explain why registration is not possible.
