Terms of Reference (Tor) for a Consultant to Design a Concise Pocket Guide on Gender-Transformative Budgeting for Ward Development Committees (WDCs) and Civil Society Organizations (CSOs) 1. Background Gender Transformative Budgeting (GTB) represents a vital strategy for ensuring that public resources are distributed and employed in ways that advance gender equality while addressing the distinct requirements of women, men, girls, and boys. Although Gender Responsive Budgeting has gained prominence in Zambia, there is currently a shortage of practical, context-specific guidance designed for local institutions such as Ward Development Committees (WDCs) and Civil Society Organizations (CSOs). WDCs and CSOs are pivotal in shaping local development strategies, budgeting frameworks, and oversight mechanisms. Nonetheless, their capacity to advocate for gender-responsive and transformative resource distribution is hindered by restricted access to streamlined, actionable tools and informational resources. NG OCC is seeking to hire a skilled consultant to create a clear and accessible pocket guide on Gender Transformative Budgeting, specifically designed for use by Ward Development Committees (WDCs) and civil society organizations (CSOs) operating at the community level. Payment Schedule Compensation will be structured commensurate with the completion of predefined milestones, with payments disbursed upon fulfillment of specific deliverables. Upon acceptance and confirmation of the Inception Report, the initial 30% payment will be disbursed. Upon receipt of the Draft Pocket Guide, a payment of 40% will be issued. Upon finalization and authorization of the Pocket Guide, a payment of 30% will be disbursed. 10.
