JOB PURPOSE The Real Estate Executive is tasked with locating, assessing, evaluating, negotiating, and finalizing the acquisition of appropriate land parcels to support the construction of UNO Energies filling stations throughout Zambia. This position demands a comprehensive grasp of the regulatory framework overseeing petroleum retail site development, ensuring strict adherence to the mandates of the Energy Regulation Board (ERA), local governing authorities, the Road Development Agency (RDA), FEMA, WARM, and other relevant statutory entities. The executive will cultivate and maintain key partnerships with governmental bodies, landowners, and community representatives to facilitate the efficient procurement of permits and approvals, all while maintaining the highest standards of professional conduct and integrity. 2. KEY RESPONSIBILITIES Land Identification & Acquisition The role involves conducting thorough research and analysis to identify potential land parcels suitable for development, investment, or strategic purposes. This includes evaluating market trends, zoning regulations, environmental constraints, and ownership details to ensure alignment with organizational objectives. Responsibilities also encompass negotiating with property owners, securing necessary permits, and managing the due diligence process to finalize acquisitions efficiently. Strong analytical skills, a deep understanding of real estate markets, and proficiency in legal and regulatory frameworks are essential for success in this position.
Nationwide surveys will be conducted to identify strategic land sites that are suitable for the development of filling stations in urban and rural areas.
Prior to presenting recommendations to management, conduct thorough evaluations of sites in accordance with ERA, RDA, and local council zoning and development regulations.
Conduct comprehensive site evaluations by compiling detailed reports that encompass traffic volume assessments, proximity evaluations, environmental impact analyses, and commercial feasibility studies.
Develop and oversee a continuous stream of potential site opportunities while curating and updating a comprehensive property database.
Collaborate with surveyors, valuers, and legal teams to perform comprehensive due diligence on target parcels. Regulatory Compliance & Statutory Liaison This role serves as the organization’s primary conduit for ensuring adherence to all relevant regulatory frameworks and statutory obligations. The position entails maintaining current awareness of evolving legal and compliance requirements, while also facilitating communication between internal stakeholders and external regulatory bodies. Responsibilities include conducting compliance assessments, implementing corrective actions, and preparing mandatory filings or reports. Strong analytical skills are essential to interpret complex regulatory texts, and the ability to articulate compliance strategies to leadership is critical.
Develop and foster productive partnerships with essential regulatory and statutory organizations to ensure alignment with organizational objectives and compliance requirements.
The Energy Regulation Board (ERA) is responsible for overseeing the licensing and ensuring safety compliance of petroleum retail sites.
Local Councils—including City, Municipal, and District Councils—oversee and process land use consents, building permits, and planning approvals.
The Road Development Agency (RDA) handles applications and grants approvals for access roads, driveways, and setbacks.
FEMA – Zambia Environmental Management Agency – specializes in conducting thorough environmental impact assessments to ensure sustainable development across the nation.
Water Resources Management Authority (WARM) oversees and regulates site drainage systems and water utilization approvals. The authority is responsible for ensuring compliance with water resource management policies and granting necessary approvals for construction and development projects. Through its regulatory framework, WARM plays a crucial role in maintaining sustainable water use and effective drainage solutions.
Zambia Land Alliance, in partnership with the Ministry of Lands, is responsible for conducting title deed verification and ensuring compliance with land registry regulations.

Draft heads of terms and letters of intent, and assist the legal team with the preparation and review of Sale/Lease Agreements.
