We are currently seeking qualified candidates for the following positions:

Director, Voter Education & Partnerships (Contract, Full Time)

Qualifications: BA/BSc/HND, MBA/MSc/MA

Job Field: Project and Program Management

Responsibilities:

Responsible for the development of voter education and civic education policies and strategies. Oversee the development and implementation of a national voter education curriculum. Oversee the coordination of national and international partnerships. Develop voter education and civic education policies and strategies. Oversee the development and implementation of a national voter education curriculum. Develop accountability structures, review voter education and partnership reports, and monitor performance indicators. Ensure that the Directorate is adequately resourced with professional and competent personnel. Oversee the development of criteria for civic and voter education providers, accreditation, training and facilitation of collaborators. Oversee the development of voter education quality-control measures and ensure timely execution. Develop resource-mobilisation strategies and advise management on complementary funding opportunities. Liaise with government and civil society institutions to facilitate voter and civic education. In coordination with Legal Services and Public Affairs, liaise with the media in implementing voter education. Oversee the development of information, education and communication (IEC) materials, national voter education campaigns and programmes. Oversee the facilitation of regional voter education and civic education programmes. Advise the Commission on innovative strategies for voter education, civic education and the promotion of democracy. Advise management on, and oversee the coordination of, national, regional and international partnership activities. Perform any other duty that may be assigned from time to time.

Profile:

Bachelor’s degree in any of the following disciplines: Education, Project Management, Business Management, Political Science, Human Resource Management, Sociology, Social Work, Development Studies, Communication, Public Administration, Public Relations, or an equivalent qualification from a recognised institution. Master’s degree in Social Sciences, Communication, Education, or an equivalent qualification. At least fifteen (15) years’ cumulative experience, three (3) of which must have been at senior management level. Demonstrated ability in strategy development and execution.

Required Skills:

Strong planning and coordination skills. Strong problem-solving and analytical skills. Excellent presentation, oral and written communication skills. Ability to make critical and timely decisions in a highly sensitive environment. Meet the requirements of Chapter Six (6) of the Constitution of Kenya. Certificate in Computer Applications. A leadership and management course lasting not less than two (2) weeks.

Director, Research, Electoral Boundaries and Risk Management (Contract, Full Time)

Qualifications: BA/BSc/HND, MBA/MSc/MA

Experience: 15 years

Location: Nairobi

Job Field: Research and Development, Risk Management and Compliance

Duties and Responsibilities:

Develop and ensure the implementation of research, electoral boundaries and risk management strategies in line with the Commission’s strategy. Develop accountability structures, supervise periodic projects and reporting, and monitor performance indicators for the research and strategy departments. Oversee the implementation of research activities, including surveys, opinion polling and the testing of concepts in electoral and operational areas. Advise the Commission on best practices in electoral programming and reforms. Oversee research on electoral matters, including representation, participation, education methodology, voter registration, gender and diversity concerns, and advise on sustainable approaches. Oversee the timely development and review of the Commission’s strategy documents, work plans and reports. Ensure that the Directorate is adequately resourced with professional and competent personnel. Oversee the development and implementation of effective policies, procedures, systems and processes for research, strategy, information management, library resource management, archiving and disposal. Advise the Commission on institutional development, the sustainability of the Commission’s programmes and their long-term impact. Oversee electoral boundaries projects and activities, mapping information and the maintenance of the geodatabase. Oversee the development and implementation of risk management and compliance work plans. Lead the identification of key risk areas, review risk analysis reports and advise the Commission on potential risk areas requiring remediation. Oversee the contracting and management of research and related service providers. Perform any other duty that may be assigned from time to time.

Requirements for Appointment:

Bachelor’s degree in any of the following disciplines: Land Surveying, Geospatial Engineering, Land & Build Studies, Geomatics Engineering, Economics, Statistics, Urban and Regional Planning, Social Sciences, or an equivalent qualification from a recognised institution. Master’s degree in any of the following disciplines: Project Management, Urban Development, Strategic Management, Business Administration, Risk Management, or an equivalent qualification from a recognised institution. At least fifteen (15) years’ cumulative experience, three (3) of which must have been at senior management level. Demonstrated track record in coordinating strategy development and successfully implementing social or development research projects. Strong planning and coordination skills. Strong problem-solving and analytical skills. Excellent presentation, oral and written communication skills. Ability to make critical and timely decisions in a highly sensitive environment. Meet the requirements of Chapter Six (6) of the Constitution of Kenya. Certificate in Computer Applications. A leadership and management course lasting not less than two (2) weeks.

Director, Human Resources & Administration (Contract, Full Time)

Qualifications: BA/BSc/HND, MBA/MSc/MA, Professional Certificate

Experience: 15 years

Location: Nairobi

Job Field: Human Resources / HR

Duties and Responsibilities:

Develop and ensure the implementation of human resource and administration strategies in line with the Commission’s strategy. Coordinate reviews of the Secretariat’s organisational structure and provide strategic advice on its appropriateness with regard to effectiveness and efficiency. Contribute to the development of electoral reforms relating to human resources, including developing and overseeing the implementation of appropriate change initiatives. Advise the Commission on facilities management, including disposal policies and procedures. Supervise, develop and mentor managers. Develop accountability structures, supervise periodic reporting and projects, and monitor performance indicators for the Human Resource and Administration departments. Oversee the development of human resource plans in coordination with other directorates and departments. Oversee the development of an appropriate administration structure to ensure effective and efficient service delivery and value for money. Ensure that the Commission is adequately resourced with professional and competent personnel through sound talent-sourcing and retention programmes. Advise the Directorate on electoral operations procedures and systems for the recruitment and training of electoral operations officers. Develop and inculcate a culture of performance management throughout the Commission. Participate in management meetings and advise other directorates on matters relating to human resource and administration. Ensure the development and implementation of a fleet management system. Oversee the maintenance and safe custody of the Commission’s equipment and facilities. Oversee the construction of new office facilities and warehouses. Ensure the development of capacity-building plans and career progression paths within the Commission. Develop accountability structures, supervise periodic reporting and projects, and monitor performance indicators for the Human Resource and Administration departments.

Requirements for Appointment:

Bachelor’s degree in Human Resource Management, Business Administration, Social Sciences, or an equivalent qualification from a recognised institution. Master’s degree in Human Resource Management, or a master’s degree in Social Sciences accompanied by a Postgraduate Diploma in Human Resource Management. Certified Human Resource Professional (CHRP) qualification. At least fifteen (15) years’ cumulative experience, three (3) of which must have been at senior management level. Must be a member of the Institute of Human Resource Management (IHRM) and be in good standing. Meet the requirements of Chapter Six (6) of the Constitution of Kenya. Certificate in Computer Applications. A leadership and management course lasting not less than two (2) weeks.

Director, Internal Audit & Compliance (Full Time)

Qualifications: BA/BSc/HND, MBA/MSc/MA, Professional Certificate

Experience: 15 years

Location: Nairobi

Job Field: Finance / Accounting / Audit

Duties and Responsibilities:

Develop and ensure the implementation of audit and compliance strategies in line with the Commission’s strategy. Develop accountability structures, supervise periodic reporting and projects, and monitor performance indicators for the audit departments. Oversee the development and implementation of effective policies, procedures, systems and processes for the audit departments. Develop audit plans covering all Commission activities and ensure that they meet the Commission’s expectations. Oversee the design and execution of ad hoc or investigative audits in specific areas or programmes, as advised by the Commission, and provide independent reports to the relevant Commission committee. Follow up on audit and investigation recommendations to ensure the implementation of agreed corrective actions. Oversee the development and implementation of compliance work plans. Ensure that the Directorate is adequately resourced with professional and competent personnel. Oversee budget preparation and implementation for the Directorate. Serve as the Authority to Incur Expenditure (AIE) for the Directorate of Audit, Risk and Compliance.

Requirements for Appointment:

Bachelor’s degree in Accounting, Finance, Commerce, Economics, Business Administration, Business Management, or a related field from a recognised institution. Master’s degree in Accounting, Finance, Commerce, Economics, Business Administration, Strategic Management, Information Technology, or a related field from a recognised institution. At least fifteen (15) years’ cumulative experience, three (3) of which must have been at senior management level. Professional qualification as a Certified Information Systems Auditor (CISA), Certified Public Accountant of Kenya [CPA (K)], Certified Internal Auditor (CIA), or member of the Association of Chartered Certified Accountants (ACCA). Membership in a relevant professional body and be in good standing. Meet the requirements of Chapter Six (6) of the Constitution of Kenya. Certificate in Computer Applications. A leadership and management course lasting not less than two (2) weeks.

Director, Finance (Contract, Full Time)

Qualifications: BA/BSc/HND, MBA/MSc/MA, Professional Certificate

Experience: 15 years

Location: Nairobi

Job Field: Finance / Accounting / Audit

Duties and Responsibilities:

Oversee the development and implementation of financial and accounting policies, strategies, plans and guidelines. Develop and implement an effective accounting management system and procedures aimed at improving the banking and collection of funds. Provide strategic leadership and advise staff on policy matters relating to compliance with statutory financial requirements. Oversee the interpretation and implementation of government policies and circulars relating to the management of funds. Direct the preparation of tax returns and ensure compliance with periodic statutory requirements. Advise the Commission Secretary/Chief Executive Officer and the Board of Directors on effective strategies for minimising tax liability. Develop and implement effective financial management systems and procedures. Oversee the development and implementation of computerised accounting information systems. Interpret financial and accounts reports and statements. Interpret government financial policies. Ensure the efficient allocation and utilisation of financial resources. Oversee the formulation of the Commission’s annual estimates. Coordinate resource mobilisation for funding the Commission’s activities and programmes. Oversee the management of financial information. Coordinate and rationalise estimates, annual appropriation and fund accounts, cash-flow control and cost analysis. Oversee the commitment of funds and expenditure trends. Develop and implement financial management systems and strategies to improve financial reporting and accounting in accordance with government financial policies. Liaise with the Ministry of Finance/Treasury, the Auditor-General’s Department and other relevant government bodies on the interpretation and application of financial and accounting regulations. Implement stringent expenditure-control procedures. Oversee the proper maintenance, storage and security of financial and accounting documents. Oversee the preparation of the budget. Manage risks associated with the finance and accounting function and advise on appropriate mitigation measures. Represent the Commission in finance and accounts matters through stakeholder engagements and forums. Oversee the proper maintenance, storage and security of financial and accounting documents to ensure that they are properly filed, secured and readily accessible.

Requirements for Appointment:

Bachelor’s degree in Commerce (Accounting or Finance option), Economics, Business Administration (Finance or Accounting option), or an equivalent qualification from a recognised institution. Master’s degree in Finance, Accounting, or an equivalent qualification from a recognised institution. Must be professionally qualified in Accounting and hold CPA (K), or an equivalent qualification. At least fifteen (15) years’ cumulative experience, three (3) of which must have been at senior management level. Membership in a relevant professional body and be in good standing. Demonstrated track record in the successful implementation of financial strategies and systems. Strong financial and people-management skills. Strong strategy development and execution skills. Strong planning and coordination skills. Strong problem-solving and analytical skills. Excellent presentation, oral and written communication skills. Ability to make critical and timely decisions in a highly sensitive environment. Meet the requirements of Chapter Six (6) of the Constitution of Kenya. Certificate in Computer Applications. A leadership and management course lasting not less than two (2) weeks.
