The Program Associate for Strategic Impact Evaluation and Learning (KIEL) is based within IPA’s Sector Programs department, contributing to a six-year collaborative initiative between the UK Foreign, Commonwealth and Development Office (FCDO), IPA, and the Abdul Latin Jamel Poverty Action Lab (J-PAL). This program seeks to build a rigorous evidence base for FCDO’s global initiatives, improve the effectiveness of their interventions, and strengthen FCDO staff capabilities in applying impact evaluations to maximize value for money. The role involves collaborating closely with the Program Lead on grant administration, project formulation, and strategic communications across KIEL’s four priority sectors: economic growth, humanitarian aid, climate and environmental sustainability, and conflict and fragility. Key responsibilities include coordinating research funding initiatives (40% of time), which encompasses drafting proposal solicitations, engaging with FCDO and research teams, overseeing proposal reviews, and overseeing the creation of grant agreements. The role also entails monitoring the progress of Ill-founded projects through thorough assessments of deliverables and ongoing stakeholder engagement, maintaining accurate Salesforce records for all initiatives, ensuring donor-compliant grant reporting, and participating in the initial screening of proposals for the competitive funding review committee. In project development (30%), the Associate will assist the Program Lead with proposal formulation, outreach to FCDO teams, and internal coordination with IPA’s research, programs, grants, legal, finance, and global operations units. Additionally, the role involves facilitating connections between FCDO teams, researchers, and IPA/J-PAL country offices to advance KIEL’s thematic priorities, as well as contributing to new funding proposals through proactive outreach and relationship-building. For communications and policy (20%), the Associate will support the Research Uptake Lead and Program Lead in preparing dissemination materials and events, maintaining IPA’s website with project updates, and assisting in training sessions and capacity-building initiatives led by the Capacity Strengthening Lead. Administrative responsibilities (10%) include financial oversight, contributing to IPA’s diversity, equity, and inclusion efforts by tracking KIEL’s progress against relevant metrics.
