The Role: is looking for CHOICE Project Program Management Unit Finance Coordinator KEY RESPONSIBILITIES (Technical, Leadership, and Resource management) 1.Financial Compliance and Risk Management (25%)

  • Ensure adherence to GAC and OCA financial compliance requirements across project countries, in line with the Contribution Agreement (CA), General Terms & Conditions (GT&Cs), PIP, and relevant policies.
  • Review financial sections of Project Agreements to confirm alignment with donor requirements and provide recommendations, as necessary.
  • Support and coordinate responses to OCA’s due diligence exercises, including assessment of partner policies and procedures for compliance gaps. 2. Capacity Strengthening and Technical Support (20%)
  • Deliver, coordinate and cascade financial compliance training, orientations, and refreshers to project staff and partners, especially where OCA is not directly providing this support.
  • Provide ongoing technical support and consult with OCA on financial matters.
  • Orient project staff and partners to financial reporting templates, tools, and guidance, and adapt materials as needed for local context.
  • Ensure Country teams and Partners adhere to Project Implementation Plans (PIP) budgets, annual workplans, and financial reporting requirements. 3. Monitoring, Oversight, and Audit Preparedness (20%)
  • Conduct periodic monitoring visits with finance staff to conduct spot checks and assess audit and compliance review readiness in CHOICE implementing countries (Malawi, Zambia, and Zimbabwe).
  • Share monitoring results with OCA and follow up on identified gaps and risk mitigation actions.
  • Promote transparency and accountability with local partners, not only in finance but across overall program delivery.
  • Ensure all CHOICE project expenditures comply with donor cost principles, are properly supported, and are audit ready. 4. Financial Planning, Consolidation and Reporting (20%)
  • Review and consolidate country-level financial inputs including PIP and work plan budgets, procurement plans, and narrative-financial linkages before forwarding to OCA.
  • Review country-specific periodic financial reports, forecasts, and advance requests, providing feedback to Country Teams.
  • Prepare consolidated financial reports, forecasts, and advance requests for PMU review and onward submission to OCA.
  • Conduct variance analysis, cost categorization reviews, and commitment management to support strategic decision making at SAF and OCA levels. 5. Coordination, Donor Engagement and Partner Management (15%)
  • Coordinate responses to feedback from OCA on financial submissions in collaboration with cluster financial staff.
  • Ensure consistency, quality, and timeliness in financial reporting across all project partners and countries.
  • Serve as the primary financial liaison between SAF, Oxfam Canada, and CHOICE implementing countries.
  • Coordinate with other PMU units (MEAL Coordinator and Programme Coordinator) to align financial data with program results, risk assessments, and evaluations.   • 4–6 years of relevant experience in finance and operations, including budgeting, compliance, and financial reporting within development or humanitarian contexts.
  • Strong communication, analytical, and decision-making skills.
  • Ability to build strong, credible relationships with internal and external individuals and organisations
  • Excellent personal communication skills, in written and verbal English, with strong influencing and persuasive skills
  • A high level of self-awareness, personal energy, stamina and flexibility.
  • Proven experience as a team worker and demonstrably cooperative with members of other teams
