DEPARTMENT PURPOSE:
To lead and enable the delivery of Oxfam’s Global Strategy in Southern Africa by operating as a unified, regionally integrated team that drives systems change through partner-centred programming, strategic influencing, and knowledge-led practice. The department ensures an agile, digitally enabled and cost-efficient operating model that maximises impact, strengthens regional coherence, and positions Oxfam as a catalyst, convenor and trusted partner across the region.
TEAM PURPOSE :
We are part of a broader movement for justice in Southern Africa and work in solidarity with partners, allies, and the communities we serve. Our role is to enable locally led change by strengthening the capacity, voice and influence of local actors to shape the systems and institutions that govern power and resources.
Through partnerships, convening spaces, and evidence-based influencing, we contribute to thought leadership and collective action on gender and social justice, accountable governance, and alternative economic systems. We prioritise impact, quality, legitimacy and solidarity, while fostering inclusive knowledge networks that challenge and transform development narratives and practice at local, regional and global levels.
JOB PURPOSE:
The Cluster Leadership Team (CLT) Coordinator provides senior strategic coordination, governance support, executive workflow management, and organisational effectiveness leadership for the Southern Africa (SAF) Cluster Leadership Team.
The role is responsible for strengthening the strategic and operational effectiveness of the Cluster Director and Cluster Leadership Team by ensuring that leadership systems, governance processes, strategic planning cycles, decision-making structures, and cross-functional coordination mechanisms are highly organised, disciplined, and responsive to the evolving priorities of Oxfam’s regional operating model.
Formation / DiplĂ´mes
Operating under the Cluster Director, the role serves as the principal coordination and governance support function for the CLT, acting as the central point for leadership planning, documentation, accountability tracking, information management, internal coordination, and strategic process management. It ensures that leadership decisions are effectively prepared, communicated, implemented, monitored, and institutionalised.
The role plays a critical enabling function within Oxfam’s regional transformation by strengthening internal coherence, reducing fragmentation, improving leadership discipline, and ensuring that strategic priorities translate into coordinated action across a highly matrixed, decentralised, and partner-led regional structure.
Operating without direct line management responsibility, the role requires high professional autonomy, exceptional organisational capability, systems thinking, executive coordination skills, and strong political and institutional awareness.
Through strategic governance support, workflow discipline, leadership facilitation, and systems strengthening, the CLT Coordinator significantly enhances Oxfam’s leadership effectiveness, strategic coherence, institutional accountability, and regional organisational performance across Southern Africa.
Context
Southern Africa is experiencing a convergence of complex and interlinked crises. Persistent poverty and extreme inequality, among the highest globally, continue to shape the lives of millions, compounded by climate shocks, economic instability, shrinking civic space, and entrenched gender inequalities. While economies across the region show periods of growth, the benefits are not equitably distributed, leaving many communities increasingly vulnerable.
At the same time, the region is undergoing rapid transformation. Climate-induced disasters such as droughts, floods, and cyclones are intensifying, humanitarian needs are rising, and urbanisation is reshaping patterns of poverty and exclusion. Youth populations are expanding rapidly, presenting both opportunities for change and risks of deepening inequality if economic inclusion is not achieved.
In response, Oxfam in Southern Africa has undergone a significant organisational transformation; shifting from country-based programming to a unified regional model designed to increase impact, efficiency, and influence across the Southern African Development Community (SADC). This evolution reflects a broader commitment to localisation, feminist leadership, and working through strong partnerships to drive systemic change.
The 2026–2030 Strategy builds on these lessons and marks a decisive shift toward locally led, partner-driven approaches , with Oxfam acting as a convenor, catalyst, and influencer rather than a direct implementer. It prioritises systems change over fragmented projects, focusing on climate and economic justice, gender justice, and humanitarian action, while strengthening regional advocacy and amplifying the voices of communities most affected by inequality.
This strategic direction positions Oxfam as a regional actor working across borders to address the structural drivers of poverty and inequality, supporting resilient communities, accountable governance, and inclusive development pathways across Southern Africa.

- CLT Coordination, Strategic Workflow Management & Leadership Effectiveness (25%)
The role ensures the smooth functioning, discipline, and strategic effectiveness of the Cluster Leadership Team.
Coordinate CLT planning cycles, schedules, priorities, and leadership workflows.
Manage leadership calendars, strategic processes, and decision pipelines.
Strengthen cross-functional coordination across programmes, business support, and business development..

The role strengthens governance systems by ensuring leadership decisions are structured, documented, and institutionalised.
Prepare agendas, briefing packs, strategic papers, and governance documentation
Support governance structures including CLT meetings, strategic reviews, leadership forums, and decision-making platforms
Maintain decision logs, governance records, action trackers, and compliance documentation

- Executive Meeting Management, Leadership Facilitation & Strategic Engagement Support (15%)
The role ensures leadership meetings are well-structured, high-quality, and outcome-focused.
Coordinate preparation and logistics for CLT meetings, strategic planning sessions, regional forums, governance engagements

EXPERIENCE, KNOWLEDGE & COMPETENCIES
ESSENTIAL
Bachelor’s degree in one of the following fields, namely Human Resources, Business Administration, Project Management, Development Studies, Social Sciences or a related discipline. Progress towards a professional qualification in project management such as PRINCE2, PMP or equivalent is an asset.
Minimum of 5 years progressive experience in (a) Project coordination or programme management, (b) Planning, monitoring, and reporting systems,Administrative or operational support in complex environments
Strong organisational and planning skills
Ability to manage multiple priorities and deadlines
Excellent communication and interpersonal skills
Experience working in multi-country or multi-stakeholder environments
High attention to detail and problem-solving ability

Desirable
Postgraduate qualification or certification in: (a) Project Management (e.g. PRINCE2, PMP or equivalent), (b) Organisational Development, and Development Studies or related field
Training in Monitoring, Evaluation, Accountability and Learning (MEAL), Partnership management or localisation approaches, or facilitation, coordination, or team leadership desirable
Experience in INGOs or partner-led development models
Knowledge of Southern Africa regional context
Experience working with localisation and decolonial approaches
Portuguese language capability
