Activists and leaders to enhance their effectiveness and safety while carrying out community-based activism. 1.1 Background Information on Plan International The Liberia Women Empowerment Project (LWEP) is a strategic initiative aimed at addressing harmful social norms that drive gender inequality, particularly those contributing to gender-based violence (GBV), with a focus on intimate partner violence. The project seeks to break down long-standing barriers to gender equality while enhancing women’s access to improved livelihood opportunities. The project Component 1a focuses on strengthening the capacity of community actors, including SASA! activists, local leaders, and partner institutions to promote gender equality and prevent GBV. The SASA! approach is a community mobilization strategy aimed at preventing gender-based violence (GBV) and promoting gender equality. Activists and community leaders play a major role in engaging communities, facilitating dialogues, and leading behavior change initiatives. To ensure effective and consistent field engagement, especially under varying weather and terrain conditions, there is a need to equip them with appropriate protective and identification materials. As the Lead Service Provider for LWEP, PIL supports SASA! activists and community leaders in implementing gender-transformative activities through community-based engagement. These activities often require movement across communities under varying weather and environmental conditions. To ensure that activists and leaders are safe, visible, and effective in their roles, PIL-LWEP intends to procure essential safety gear (raincoat, boots, SASA! T-shirt, backpack) for the effective implementation of activism activities. 1.2 The objective of the activities is as follows: To support activists and leaders with appropriate gear for all-weather community engagement To improve visibility and identification of SASA! Activists and Leaders in communities across the six LWEP Counties To enhance mobility and efficiency during outreach and activism activities To ensure the safety of the IEC materials for community outreach 2.2 Outputs/Deliverables of the activities Each SASA! Activist and Leader will receive the following items: Raincoat – To ensure continued engagement during rainy conditions Boots – To facilitate movement in difficult project communities, especially during the rainy season Bag bag – To carry materials such as Information, Education, and Communication (IEC) tools, notebooks, and personal items during fieldwork 3.0 Target Beneficiaries Trained SASA! Activists across the six LWEP Counties (Rural Montserrado, Gbarpolu, Bomi, Grand Cape Mount, Rivercess, and Grand Gedeh) Community Leaders engaged in SASA! Activity Deadline Date Issue of Invitation to Tender July 30, 2026 Deadline for supplier submission of clarifications or questions August 3, 2026 Deadline for the plan to respond to clarification questions August 4, 2026 Deadline for submission of offers August 20, 2026 Bid opening meeting August 24, 2026 (Tentative) Delivery of the items in the various counties September 30, 2026 7.1 Pricing Bidders are required to complete the pricing schedule attached separately in ‘Annex B – Pricing Schedule.’ All prices must be quoted in United States dollars and exclusive of Value Added Tax (VAT). It is expected that prices will be fixed for the duration of the contract, and quotes will be valid for a maximum period of 90 calendar days following the closing date of this tender. If, for any reason, you are unable to guarantee fixed pricing for the duration of the contract, any projected price increases should be clearly stated in your tender. To ensure a fair and transparent process, Plan International will not be able to divulge budget information relating to this tender or associated projects. It is expected that Bidders submit their best possible financial offer at the point of submission. 8.0 PURPOSE OF THE CALL FOR APPLICATIONS The Liberia Women Empowerment Project invites qualified, competent service providers to submit proposals the procurement, branding, delivery of the items above in the various counties. Please note that the service provider is responsible to deliver the items in the various counties and all proposals should include transportation. 9.0 Selection Criteria Bids will be assessed against predetermined criteria that have been developed and agreed upon by the Tender Panel before launching this Tender process. The information gathered in ‘Annex C -Technical Questions,’ ‘Annex B – Pricing Schedule,’ and any other requested documentation will be used to evaluate and score each Bid against this set of criteria. Please find further details in the table: Criteria Bidders must demonstrate…… Weight Compliance Tender Compliance and Completion § Satisfactory completion of all documentation requested with sufficient information, submitted no later than the Closing Date specified. § Agreement to our mandatory policies as set out in ‘Annex E- Non-Staff Code of Conduct.’ § Valid tax clearance certificate (or evidence of payment if expired – receipt) § Valid Business Registration Certificate Pass/Fail. Bidders who do not meet these minimum requirements will not have their Bids further assessed. Technical Evaluation (65%) Sample

  • All bidders are expected to submit samples of the items to be procure. At least one sample for each 10%% Quality Sample
  • Bidders are expected to submit to Plan International a quality sample and the best sample will carry all the grades while others will be graded in accordance with the quality of items 30% Technical Experience
  • At least three years’ experience in the supply of these items for other NGO.
  • Proven purchase orders or agreement previously signed for the supply of these items to sister NGOs or INGO is an advantage. 15% Delivery time
  • A schedule of how these items will be delivered in various counties is required. Bidders are expected to indicate in their documents the number of days it will take them to start and complete this process. The longer your delivery schedule the less grades you earn and all delivery schedules are to be realistic. The selected service provider who will not deliver as per his set schedule, plan will be left with no alternative but to terminate the agreement. 10% Gender Responsive (5%) Gender Sensitive Practices and Policies As part of our ongoing Gender Responsive Procurement Initiatives, Bidders will be allocated 5% of the overall score if they meet one or more of the following: § If headed up by a woman § If supplier is a women-owned business: A legal entity in any field that is more than 51% owned, managed, and controlled by one or more women. § If the % of women in management positions is over 35% § If % of women workers is 55% or above § If robust gender equality initiatives are in place and active. E.g., WEPs signed, gender equality procurement policy, and any additional gender-sensitive program implemented. 5% Financial Proposal (30%) Pricing Schedule

  • Scores will be based on final total as evaluated. Not necessarily accept the lowest cost offer, but the best response quote (able to offer the required service in a timely and quality manner and Payment terms 30% 10.0 Evaluation of offers The Tender Panel will review all Bids to ensure they meet the minimum requirements listed under the ‘Compliance’ section in the above table. Following this, each Bid will be assigned a score on the basis of predetermined criteria and its associated weighted scores. The contract(s) will be awarded to the Bidder(s) who represent the best overall value for Plan International in terms of the evaluation criteria set out above. By participating in this tender, you acknowledge and understand that Plan reserves the right to: Decide not to award to any bidder Decide to award to one or more bidder Decide to re-advertise the opportunity Not necessarily accept the lowest cost offer Notification of the award of the contract will be issued via email. 11.0 Terms & Conditions By submitting a Bid as part of this Tender process, you also acknowledge and understand that: Plan International will not be liable for any costs or expenses incurred in the preparation of your offer You or your company will undergo vetting checks against an Anti-Terrorism and Sanctions Database as part of due diligence protocols Plan International reserves the right to keep confidential the circumstances that have been considered for the selection of the offers Part of the evaluation process may include a presentation from the Bidder and a site visit by Plan International staff, where applicable and necessary Plan International reserves the right to alter the schedule of tender and contract awarding Plan International reserves the right to cancel this tender process at any time and not to award any contract Plan International reserves the right not to enter into or award a contract as a result of this invitation to tender Plan International does not bind itself to accept the lowest, or any offer Any attempt by the Bidder to obtain confidential information, enter into unlawful agreements with competitors, or influence the evaluation committee or Plan International during the process of examining, clarifying, evaluating, and comparing tenders will lead to the rejection of its offers and may result in the termination of a current contract, where applicable You accept in full and without restriction the conditions governing this tender as the sole basis of this competition, whatever its own conditions of sale may be, which you hereby waive You have examined carefully, understood, and complied with all conditions, instructions, forms, provisions, and specifications contained in this tender dossier.
