The Asian Disaster Preparedness Center (ADPC) is an autonomous international organization established for scientific, educational, developmental, and humanitarian purposes with a vision of safer communities and sustainable development through disaster risk reduction and climate resilience in Asia and the Pacific.

Established in 1986 as a technical capacity-building center, ADPC has grown and diversified its expertise across social and physical sciences to support sustainable solutions for risk reduction across a broad range of specialist areas, with over 63 staff from 17 different nationalities and a wide range of professional expertise from atmospheric scientists to social scientists with experiences from all levels of engagement typically required for Disaster Risk Reduction (DRR) and Climate Resilience (CR) effectively. ADPC works across fifteen thrust areas and three cross- cutting themes: Gender Equality and Social Inclusion, Disaster and Climate Innovation, and Regional and Transboundary Cooperation under three departments named Preparedness and Climate Actions, Risk Governance, Financing and Risk Analytics and Climate Services. ADPC Strategy 2030 guides the organization in providing comprehensive risk reduction support to countries and communities in Asia and the Pacific. ADPC recognizes the importance of examining the linkages between disaster risk management, poverty reduction, gender equality, sustainability, rights-based approaches, climate change, and regional cooperation. For details, please refer to the ADPC website at http: Purpose and Objectives: ADPC is co-implementing and facilitating Phase 2 of the Bangladesh Preparedness Partnership (BPP) under the overall leadership and guidance of the Ministry of Disaster Management and Relief (MoDMR), Bangladesh. BPP is an innovative partnership instrumental in supporting the Government of Bangladesh in leading and operationalizing its flagship policy of Standing Orders on Disaster (SOD) 2019 through a multi-stakeholder partnership model. Phase 2 of BPP will strengthen the multi- stakeholder partnership platform at the national and sub-national levels, building operational and technical capacities, research applications, and knowledge-sharing mechanisms. ADPC seeks to recruit a BPP coordinator at the district level in Bagerhat in providing technical, operational and administrative support on operationalizing the SOD 2019 and fully functioning the District Disaster Management Information Center (DMIC) by providing handholding support, developing full information system and required database, and conducting simulation exercise (SIMEX) based on the operational strategy (OS) and the standard operating procedure (SOP). The BPP Coordinator, Bagerhat will also be providing capacity building support to the District DMIC Working Group, the District Relief and Rehabilitation Officer (DRRO) Office, and the District Disaster Management Committee (DDMC) in close coordination with the district, upazila, and municipality administrations, disaster management stakeholders, and BPP partners in line with the program framework. The Consultant will be based in the DMIC office of Bagerhat District and will work together with MoDMR, Department of Disaster Management (DDM), the district and municipality administrations, and relevant stakeholders for providing required support in the implementation of BPP activities and in ensuring that the DMIC in Bagerhat is functional and operational. The consultant position is open only to Bangladeshi nationals . Competent local applicants based in Bagerhat District are highly encouraged to apply. Expected Outputs: The consultant will work closely with the program team, DMIC Working Group, sectoral focal points from BPP partners, and relevant stakeholders from national to district levels to ensure the timely delivery of priority activities as mentioned in the table below. Outputs

  1. Developing district disaster management partners database and engaging in BPP sectoral activities as part of strengthening the district partnership of BPP, both horizontally and vertically
  2. Supporting the DRRO and DMIC Working Group for the functioning of the DMIC at the district level
  3. Providing capacity building support to BPP partners, sectors, municipalities, private sector and DMCs, and assisting BPP partners, DMIC Working Group, DRRO officials, and DDMC for the smooth execution of the DMIC at the district level
  4. Facilitating the conduct of monthly meetings of the DMIC Working Group and providing technical support to the DMIC Working Group, DRRO Office, and District Administration for the progress review and formulation of a plan to ensure the functionality of the DMIC as per the agreed work plan
  5. Ensuring that the District Administration, DDMC, and DMIC Working Group are engaged for the functioning of the DMIC, utilizing hardware and software support provided by BPP
  6. Supporting the District Administration for the functioning of the DMIC as required
  7. Handing over full functional DMIC and all products to the DRRO Office and the DMIC Working Group as part of DMIC sustainability
  8. Ensuring proper, timely, and quality documentation and reporting Responsibilities and Tasks:
    1. Developing strong coordination with the District Administration, DRRO Office, DDMC members and agencies, DMIC Working Group, and municipality to implement DMIC interventions
    1. Working in close coordination with the disaster management stakeholders and BPP sectoral partners at the district Level
    1. Formulating and implementing of DMIC activities at the district level as per the agreed work plan
    1. Providing capacity building support to the DRRO Office, DDMC members and agencies, DMIC Working Group, and municipality
    1. Working toward the sustainability of DMIC at the district level, fully engaging the District Administration
    1. Working with the program team to develop the ADPC portfolio at the district level
    1. Serving as the district focal person of BPP and ADPC for administration, logistics, and coordination
    1. Ensuring proper documentation and reporting
  1. Performing other responsibilities as per the requirements of the program and as may be assigned by the program team Working Principles: The Consultant will work closely with the Senior Project Manager and the Head of the Country Office at the ADPC Country Office in Dhaka, Bangladesh, as well as the Program Lead at ADPC HQ in Bangkok, Thailand, under the overall supervision of the Director of Preparedness and Climate Action (PCA) at ADPC HQ in Bangkok, Thailand. Qualifications: Education and Expertise: ● A master’s degree in public policy and planning, governance, international development, disaster management, emergency management, urban and rural planning, public administration, development studies, sociology, social science, or any other relevant university degree. ● At least five (5) years of experience in working with national and international organizations; Working in the disaster management field will be an added advantage. ● Extensive expertise, knowledge, and experience in the field of disaster information management, emergency preparedness and response, multi- sectoral engagement in DRR, institutional strengthening, policy formulation, and partnership strategy or policy development. ● Knowledge and understanding of the disaster management ecosystem of Bangladesh, baseline and capacity assessments, and functioning of the emergency preparedness system, disaster fund management in the South Asian Region, specifically in Bangladesh. ● Proven working experience with national and local-level government agencies such as the DDM, MoDMR, districts, upazilas, municipalities, and unions, DMCs,and respective administrations, vulnerable communities, and multi-sectoral stakeholders.

Personal Qualities: â—Ź Self-motivated, proactive, and able to meet deadlines. â—Ź Demonstrated ability to plan and organize work and time independently. â—Ź Verbal and written communication skills in English and Bangla are essential. â—Ź Excellent writing and communication skills. â—Ź Excellent interpersonal skills, team-oriented work style, and experience working in a multicultural environment. â—Ź Works well in a team. â—Ź Demonstrated facilitation and coordination experience. â—Ź Work in a diversified, multi-dimensional, and changing environment.
