Health Access Connect (HAC) invites applications for an experienced Human Resource (HR) Consultant to deliver short-term, practical HR support tailored to the organization’s needs. The Consultant will collaborate closely with the Operations Director and current staff to enhance HAC’s HR frameworks, policies, and operational people-management practices, while empowering existing team members to sustain these advancements independently once the engagement concludes. The role is primarily based in Kampala, with potential for occasional travel to HAC’s field locations. Health Access Connect (HAC) endeavors to bridge the gap between remote populations and essential healthcare services. To advance this vision, HAC implements three distinct programs designed to enhance healthcare accessibility in underserved regions. Epicycles facilitates access to essential healthcare for remote communities by coordinating one-day integrated mobile outreach clinics every 1–2 months, staffed by Ugandan government health workers. These clinics deliver a comprehensive range of services, including HIV testing, antiretroviral treatment, immunizations, perinatal care, family planning, and other critical health interventions typically provided at rural health centers. We enhance access to family planning in the communities of Masada and Galangal districts by implementing several key initiatives: delivering low-density, high-frequency certificate training to health workers; establishing outreach clinics in remote areas; fostering demand through partnerships with community health workers (VHTs); and mitigating stock shortages by supplying buffer stocks while improving commodity tracking at partner health facilities. Our primary responsibilities include overseeing critical projects, ensuring adherence to established timelines, and maintaining high standards of quality throughout all deliverables. You will be tasked with collaborating closely with cross-functional teams to align objectives, streamline processes, and foster a culture of accountability and innovation. Additionally, the role demands meticulous attention to detail in monitoring performance metrics, identifying areas for improvement, and implementing strategic solutions to enhance operational efficiency. Strong leadership and problem-solving skills are essential, as you will guide team members, resolve complex challenges, and drive continuous improvement initiatives. Proficiency in industry-specific tools and methodologies, along with a commitment to professional development, will be vital to success in this position. The HR Consultant will deliver comprehensive, actionable HR guidance and specialized technical assistance to HAC, addressing key functions such as recruitment, records management, policy development, payroll support, performance management, employee relations, and staff capacity building. Additionally, the Consultant will produce targeted consultancy deliverables designed to enhance and sustain HAC’s HR systems over the long term. Sourcing, selecting, and integrating new employees into the organization while ensuring a seamless transition into their roles. Collect and safeguard employee personal records in both physical and digital formats, ensuring their accuracy and currency at all times. Responsible for preparing contracts for staff, consultants, and volunteers, as well as providing guidance to ensure clarity and comprehension of the terms outlined in these agreements.

Perform a comprehensive review of current personnel files and contracts to ensure completeness and adherence to legal standards. HR is responsible for developing, implementing, and maintaining policies, ensuring compliance with legal standards, and overseeing systems to support efficient human resources operations. Leads the assessment, enhancement, and execution of human resources initiatives and policies. Conduct an exhaustive review of HR policies and systems to ensure full compliance with the Uganda Employment Act (2006), NSSF regulations, and NGO Bureau requirements.

  • Revise and maintain the HAC HR Policy Manual, encompassing key areas including recruitment protocols, standards of conduct, disciplinary protocols, and employee welfare provisions. Review and enhance the existing safeguarding policies and procedures of HAC, with a particular focus on preventing sexual exploitation and abuse. Conduct thorough assessments of employment and working conditions to verify adherence with legal standards and oversee staff welfare initiatives. We offer comprehensive assistance with payroll and benefits administration to ensure accurate and timely processing while addressing employee inquiries and resolving related issues efficiently. The ideal candidate will have prior experience in payroll and benefits management, strong organizational skills, and proficiency in relevant software platforms. Responsibilities include maintaining payroll records, processing employee benefits enrollments, and collaborating with HR and finance teams to ensure compliance with policies and regulations. Facilitate the handling and resolution of disciplinary and grievance matters in accordance with established policies and procedures. Maintain and update a comprehensive leave database for staff, accurately recording all instances of time-off requests and holiday allocations. Provide official employment documentation to support staff members, fulfilling requests from third parties such as banks and other financial institutions. Administer exit processes with diligence, confirming that departing employees have surrendered all company property and assets as required. Facilitate clear communication with staff about changes in personnel, ensuring awareness of transitions and maintaining operational continuity.
