The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization dedicated to its mission of saving lives and alleviating disease burden in low- and middle-income countries. At the invitation of governments, the organization collaborates with them and the private sector to establish and maintain robust, high-quality health systems. Founded in 2002 to address the HIV/AIDS crisis, CHAI initially aimed to lower the cost of essential medications and enhance their availability in nations most severely affected by the epidemic. Over the past twenty years, the organization has broadened its mission. Today, in addition to HIV, CHAI collaborates with partners to combat infectious diseases, including COVID-19, malaria, tuberculosis, and hepatitis. The scope of its work has further extended to include cancer, diabetes, hypertension, and other non-communicable conditions, alongside efforts to expedite the deployment of life-saving vaccines, reduce maternal and child mortality rates, address chronic malnutrition, and improve access to assistive technologies. CHAI invests in comprehensive strategies to strengthen health systems, encompassing workforce development, digital health initiatives, and health financing solutions. Each initiative is designed to create lasting, large-scale impact by prioritizing government-led solutions, scaling programs nationally, and disseminating insights globally. Program Overview CHAI Zambia is collaborating with the Ministry of Health as a Technical Assistance (TA) partner to bolster the HIV treatment program through enhanced implementation of advanced HIV disease (AHD) interventions. This initiative will encompass market shaping, supply chain optimization, and comprehensive health system strengthening to drive improved patient outcomes for those with AHD. CHAI will deliver specialized technical assistance to the Ministry of Health (MOH) to advance the key priority intervention areas outlined below. Enhance the HIV Access program’s scalability, prioritizing AHD commodities, to drive improvements in performance and efficiency within AHD service delivery. We will provide specialized technical support to ensure the successful implementation of advanced HIV disease diagnostic and treatment supplies in close coordination with the Ministry of Health (MOH). Facilitate the enhancement of efficiencies within the AHD commodity supply chain by collaborating closely with regional countries to strengthen visibility for both suppliers and global partners. To enhance the delivery of AHD services, this role will ensure the nationwide implementation and effective execution of AHD guidelines, including the piloting of tailored delivery models for AHD commodities. Collaborate with relevant stakeholders to refine and deploy the digital inventory of AHD commodities. Position Overview CHAI is seeking a seasoned, results-driven Associate to drive the execution of Zambia’s HIV Access program, with an emphasis on advancing the management of advanced HIV disease (AHD), fortifying supply chain infrastructure, and elevating the delivery of AHD products. This role involves integrating HIV services into broader health system frameworks, optimizing national AHD guidelines, and enhancing the operational efficiency of commodity supply chains. Additionally, the Associate will spearhead the introduction and establishment of innovative initiatives essential to strengthening health system performance. Program Strategy, Planning, and Management encompasses the development, oversight, and execution of comprehensive program frameworks, ensuring alignment with organizational objectives and stakeholder needs. This role involves designing strategic initiatives, coordinating resources, and monitoring progress to achieve defined goals while mitigating risks. Key responsibilities include establishing clear objectives, allocating budgets, and fostering cross-functional collaboration to drive program success. Additionally, the position requires evaluating performance metrics, implementing corrective actions when necessary, and maintaining transparent communication with leadership and stakeholders. Provide technical assistance to CHAI and the Ministry of Health (MOH) in planning, budgeting, and executing AHD-related initiatives, ensuring alignment with the approved work plan and results framework. Monitor project advancement in alignment with grant milestones and performance indicators, proactively identify any deviations, and facilitate adaptive management interventions as needed. Collaborate with the Ministry of Health (MOH) to assist in the formulation and refinement of country-specific work plans, budgets, and reporting schedules. AHD Commodity Forecasting, Quantification, and Supply Chain Enhancement Provide assistance to the Ministry of Health and ZAM MSA in performing HIV commodity quantification, which encompasses the formulation of supply plans. Support sentinel site monitoring efforts by conducting comprehensive root cause analyses of stock outs and systematically documenting distribution bottlenecks, in close collaboration with the Ministry of Health (MOH) and Zambia Medicines and Medical Supplies Agency (ZAM MSA). Financing and Advocacy Assist the Ministry of Health (MOH) in assessing and quantifying funding shortfalls for AHD commodities, categorized by product type and funding source, to guide strategic implementation planning. Develop and support advocacy materials while engaging stakeholders to secure dedicated line-item funding for AHD commodities in both national and donor budgets. Position Overview: We seek a seasoned professional to spearhead strategic analysis initiatives while providing visionary technical leadership. The ideal candidate will drive data-informed decision-making through advanced analytical methodologies and oversee the implementation of innovative technical solutions. Responsibilities include conducting in-depth market and competitive assessments, developing data-driven insights, and guiding cross-functional teams in executing high-impact projects. A proven track record in both analytical rigor and technical expertise is essential, along with the ability to align business objectives with cutting-edge technological advancements. Track progress in the AHD and HIV/AIDS fields, consolidate new evidence and recommendations—such as WHO AHD package revisions—and assess their relevance for national-level program implementation. Offer expert technical guidance in the formulation of national AHD (Advanced HIV Disease) guidelines, diagnostic and treatment algorithms, and models for differentiated service delivery. HIV prevention product introduction and deployment initiatives are being expanded to increase accessibility and utilization. This role requires expertise in public health, particularly in the realm of HIV prevention strategies, along with a strong background in product management. Key responsibilities include developing and implementing plans to introduce new prevention products, coordinating with stakeholders, conducting market assessments, and ensuring evidence-based strategies are employed. Strong project management skills, attention to detail, and the ability to work collaboratively in multidisciplinary teams are essential for success in this position. Facilitate the adoption, expansion, and utilization of evidence-based HIV prevention products and innovative interventions through strategic implementation, active stakeholder collaboration, and rigorous performance tracking. Revised: Responsible for fostering and maintaining strategic relationships with key stakeholders and managing collaborative partnerships to drive mutual objectives and enhance organizational success. Work collaboratively with the Ministry of Health, ZAM MSA, donors, and implementing partners to facilitate the coordinated execution of AHD supply chain priorities. As a representative of CHAI, you will actively participate in AHD TWG meetings, PSM coordination forums, and other relevant technical working groups. MEL is responsible for overseeing monitoring, evaluation, learning, and knowledge management initiatives. This role involves tracking progress, assessing outcomes, facilitating continuous improvement, and ensuring that insights and lessons learned are systematically documented and disseminated. The position requires the ability to analyze data, generate actionable recommendations, and support evidence-based decision-making to enhance program effectiveness and organizational growth. Provide assistance in collecting, verifying, and interpreting data for grant indicators, with a specific focus on tracking consumption and stock levels at sentinel sites. Capture and record lessons learned and effective strategies for internal reference and sharing via Technical Working Groups and other regional or global forums. Resource Mobilization and Business Development We are seeking a skilled professional to drive strategic growth by identifying and securing funding opportunities, building strategic partnerships, and expanding our market presence. The ideal candidate will possess a proven track record in securing grants, donations, and other financial resources, as well as cultivating relationships with donors, investors, and corporate partners. Additionally, they will be responsible for developing and implementing sustainable business models, conducting market research to identify new opportunities, and leading initiatives to enhance our organizational visibility and revenue streams. Engage actively in proposal development, program design, donor outreach, and resource acquisition for both new and existing funding opportunities, with a focus on crafting technical narratives, work plans, budgets, and monitoring and evaluation frameworks. Earned a Bachelor’s degree in pharmacy, health supply chain management, or a comparable discipline. A master’s degree in the specified fields would be advantageous. Professionals should possess a minimum of five years of relevant experience in fields such as HIV/AIDS commodity management, Advanced HIV Disease interventions, or health system strengthening. This experience must have been gained in either the public or private sector, with a demonstrated progression in roles and responsibilities. Demonstrates a robust technical knowledge of HIV treatment protocols and the operational frameworks of national health systems. Seasoned professionals with a proven track record in collaborating with governmental entities and navigating intricate multi-stakeholder landscapes. Proven expertise in analytical thinking, project management, effective communication, and impactful presentation delivery.
