The M&E Officer will lead the design, implementation, and strengthening of monitoring and evaluation systems for 3iS projects in Ethiopia. This role ensures that programs are effectively tracked, results are measured, and data-driven insights inform decision-making. The M&E Officer works closely with program teams, partners, and stakeholders to ensure accountability and the highest standards of data quality. Key Responsibilities M&E System Development and Implementation

Design and refine M&E frameworks, logical frameworks, and results-based monitoring systems in line with 3iS standards and donor requirements. Develop and update M&E tools, including data collection instruments, databases, and dashboards, ensuring alignment with 3iS's information management focus. Ensure intensive utilization of M&E tools to monitor progress, evaluate performance, and share reliable data for decision-makers. Data Management, Analysis, and Reporting Oversee the collection, validation, cleaning, and analysis of program data to ensure quality, reliability, and timeliness. Generate statistical inputs and evidence-based insights for monthly, quarterly, biannual, and annual reports. Develop and regularly update data visualizations, dashboards, and information products that translate raw data into actionable insights for internal and external stakeholders. Document success stories, lessons learned, and best practices to inform knowledge management and program improvements. Monitoring and Evaluation Activities

Conduct regular field monitoring visits, joint monitoring missions, and Data Quality Assessments (DQA) to track progress, identify bottlenecks, and provide feedback to project teams. Lead or support project evaluations, including baseline, mid-term, and end-line surveys, and contribute to the development of Terms of Reference (TORs) for external consultants. Facilitate monthly/quarterly project performance review meetings and provide constructive feedback to Program Managers and Officers. Capacity Building and Coordination Facilitate training and capacity-building sessions for project staff, partners, and stakeholders on M&E concepts, data management, and operational use of tools. Coordinate with the Information Management Officer and Capacity Building Officer to ensure coherence between data systems, training, and programmatic needs. Represent 3iS in relevant M&E and Information Management working groups and coordination forums, such as the Assessment and Information Management Working Group. Requirements Education A Bachelor's degree in Statistics, Economics, Project Management, Public Administration, or a related field. A Master's degree is an asset.

Expérience

Minimum of 4–5 years of progressively responsible experience in monitoring and evaluation, preferably in the humanitarian or development sector in Ethiopia. Proven experience in designing M&E frameworks, developing indicators, and managing data collection systems. Demonstrated experience with data analysis software (e.g., SPSS, STATA, R) and data visualization tools (e.g., Power BI, Tableau) is required. Experience with mobile data collection platforms (e.g., KoboToolbox, ODK) is highly desirable. Experience with digital data management systems and a strong understanding of information management principles is a strong advantage. Languages English: fluency (written and spoken) – mandatory. Amharic: fluency (written and spoken) – mandatory.

Strong analytical and report-writing skills, with the ability to synthesize data into comprehensive analytical reports and narratives. Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint). Excellent communication and interpersonal skills, with the ability to work collaboratively in a multicultural environment and with senior management. Strong organizational skills, initiative, and the ability to handle multiple tasks under tight deadlines. Organizational Ability to travel frequently (up to 60% of the time) to priority zones. Good organizational skills to assist in planning training events, logistics, and documentation. Ability to work under supervision and follow structured guidance while showing initiative where appropriate. Commitment to confidentiality, data protection, and ethical conduct in humanitarian settings.
