Assistant Program Officer – Value Chain Development (01) In this role, you will provide essential support to the Program Officer by assisting in the implementation, monitoring, and evaluation of value chain development initiatives. Your responsibilities will include conducting research, compiling reports, and coordinating with stakeholders to ensure project objectives are met. The ideal candidate must possess a degree in agriculture, economics, or a related field, along with at least three years of relevant experience in value chain development, project management, or a closely related discipline. Strong analytical, communication, and organizational skills are required, as well as proficiency in data analysis tools and report writing. Fluency in English and a second language is an advantage, and prior experience working in international development or non-profit sectors is preferred. Job Grade: KT5 Unit of Service: KT Tanzania Reports To: Program Officer Value Chain Development Supervision: Program Assistant, Technical Assistants, Resident Associates, Consultants Employment Category: One Year Contract (Renewable) Purpose of the Job The successful candidate will spearhead initiatives to bolster and oversee the technical team in creating value chains within the fisheries sector, with a particular emphasis on fostering women’s and youth empowerment. This role will involve providing comprehensive leadership and managerial guidance to the Country Office team while collaborating closely with the Country Team to achieve the targeted outcomes of the WYEEFIMA Program in Tanzania. Responsibilities Project Planning Develop and offer technical assistance for creating a comprehensive Results Plan and Financial budget. Collaborate with the project team to design and implement training initiatives aimed at enhancing the skills of women and youth fish traders, as well as other stakeholders within the value chain.
Support project team to develop workplans. Project Implementation Collaborate with the technical team in developing instructional materials for comprehensive training sessions covering fish PHH management, business administration, and fish trade operations. We provide assistance to value chain stakeholders and deliver specialized guidance to aid in the formulation of business cases and investment strategies for enterprises engaged in fish and fish by-product processing. Deliver expert technical assistance in crafting feasibility assessments for potential investments across various fish by-products, ensuring alignment with the unique demands of distinct market segments. Execute project-planned initiatives while monitoring progress against established milestones and key performance indicators to ensure alignment with objectives. Develop and execute a comprehensive compliance assessment framework to verify full alignment with KT and donor project standards and requirements. Project Monitoring, Evaluation and Learning Conduct regular assessments to evaluate the advancement towards achieving the objectives of the WYEEFIMA project in Tanzania. Assist in collecting precise data to monitor the progress of WYEEFIMA project targets. Assist with the compilation and assessment of monthly and quarterly progress reports to ensure accuracy and completeness.

Key Performance Indicators Training modules were created specifically for micro, small, and medium-sized enterprises (MSMEs), traders, and youth groups. Developed business cases and investment scenarios tailored to the needs of fish stakeholders.
WYEEFIMA project partners supported during implementation. To ensure ongoing engagement and thought leadership, the position requires the publication of a minimum of four articles, blogs, media podcasts, TV appearances, and radio segments each year. Accurate monthly and quarterly reports are prepared and submitted in a timely manner. We provide support for human resources and administrative functions across the Tanzania country offices.
KT finances utilized according to policy. Each year, a minimum of two project proposals must be submitted and subsequently funded. Enhancing KT’s brand visibility and recognition within the Tanzanian market represents a key aspect of this role. Educational Qualifications and Experience Required A bachelor’s degree in Agricultural Economics, Business Management, Entrepreneurship, or Natural Resource Economics is required. Proficiency in value chain development within rural environments is an essential requirement for this role. With at least four years of hands-on experience in project management, particularly in value chain development initiatives focused on youth and women empowerment within Tanzania, you will bring strong expertise to this role. Proficiency in Value Chain analyses, Cross Border Trade operations, and/or Entrepreneurial ventures constitutes a significant benefit for this role. Proficiency in local languages spoken in Tanzanian fishing communities, along with fluency in Swahili, would be considered a valuable asset for this role.
