Job Brief

Position Summary: This role will be an employee of Lutheran World Relief. The Finance and Administration Officer will execute financial, accounting, and administrative functions for the Tanzania program, ensuring alignment with organizational policies, procedures, and globally recognized accounting standards. Ideal candidates must possess substantial expertise in grant management, accounting, and audits, alongside an in-depth understanding of U.S. Government regulations and Government of Tanzania frameworks governing financial and administrative oversight for development initiatives.

Roles and Responsibilities

Financial Management and Accounting: Develop and prepare annual budgets, activity-specific budgets, and partner budgets for submission and approval by the Chief Director. Verify that all expenditures associated with the project are justified, compliant with funding guidelines, and directly attributable to the project’s objectives. Oversee national budget allocations and expenditures, promptly identifying discrepancies and providing strategic recommendations for resolution, while actively participating in both monthly and quarterly Business Value Assessment (BVA) review meetings. Ensure full compliance with Chorus’ and donor-specific financial management, accounting, travel, and other relevant policies and procedures. Ensure all tax-related matters are resolved promptly and that all tax obligations are fulfilled by their respective deadlines. Ensure all financial transactions and reconciliations are accurately documented and entered into the accounting system in accordance with established procedures. Prepare and submit fund requests and reports to Chorus headquarters in a timely manner. Oversee all essential internal and external audit processes, encompassing the development of terms of reference, providing support to auditors, and executing audit recommendations.

Administrative Functions: Ensure that all sub-office lease agreements remain current and in compliance with applicable terms. Responsible for ensuring the acquisition of goods and services aligns with LWR policies and donor guidelines. Verify the accuracy and compliance of delivered goods and services, ensuring vendors are compensated strictly in accordance with their contractual terms. Ensure that all property inventories consistently and accurately represent the current status of LWR assets at all times. Ensure the seamless onboarding of new employees and the proper offboarding of departing staff in strict adherence to LWR standards and all applicable local labor regulations. Oversee the organization and upkeep of personnel records, ensuring all contractual documents, employee action forms, and performance evaluations are accurately filed and maintained. Oversee monthly payroll functions. Ensure all administrative and residency formalities for expatriate project staff are properly maintained and up to date. Responsible for managing a fleet of vehicles (cars and motorcycles), which involves ensuring drivers receive proper orientation and supervision, vehicle logs are maintained with accuracy, registration and insurance remain current, routine maintenance is performed, and LWR and rental vehicles are utilized in the most cost-effective manner. Oversee the provision of assistance to sub-grantees to guarantee their administrative operations align with donor stipulations, with particular emphasis on procurement and human resource management. Perform any additional tasks delegated by the Country Director and Finance Director as needed.

Supervisory

The Finance & Administration Officer operates without supervisory responsibilities over any personnel.

Education & Experience

A bachelor’s degree in finance, accounting, or a closely related discipline is required, with professional certifications such as ARCA or CPA serving as an advantageous addition. Requires a minimum of five years of relevant professional experience. Experience in office administration and work within an international non-governmental organization (NGO) are considered favorable qualifications.

Knowledge, Skills and Abilities

Proven capability in implementing widely recognized accounting standards. Skilled in leveraging accounting software as well as Microsoft Word, Excel, PowerPoint, Outlook, SharePoint, and web browsers effectively and efficiently. Proficiency in accounting software applications, particularly with QuickBooks, is highly desirable, along with hands-on experience in its efficient operation and management. Demonstrates precision and meticulousness in managing project accounting, monitoring progress, drafting and revising documents, typing correspondence, and maintaining organized filing systems. Demonstrates strong proficiency in autonomous work as well as seamless collaboration within team settings. Able to effectively manage and execute multiple tasks concurrently while maintaining high organizational standards, and receptive to guidance and oversight. Skilled in collaborating effectively with individuals from varied backgrounds within a multicultural and team-focused setting. Proficient in both written and spoken English and Swahili at a professional level. Authorization to work legally in Tanzania.
